Study On Rural Human Settlement Environment Governance In Gushi County

With the continuous development of China's economy and society,great changes have taken place in both urban and rural areas.However,under the long-term dual structure of urban and rural development,governments at all levels pay insufficient attention to the rural human settlements environment,invest insufficiently,and the mechanism is not perfect.As a result,the current situation of rural human settlements in China is very unbalanced,and the problem of dirty and disordered rural environment is still serious.This is still far from the requirements of the current economic and social development and the expectations of the peasants for a better life,which has seriously restricted the development of China's economy and society.In the current strategy of Rural Revitalization implemented by the Party and the state,ecological livability is the key part.How to control the rural human settlements environment more effectively will be an important part of the work of "agriculture,countryside and farmers" for a long time to come.It is also a problem that governments at all levels need to focus on at present.On the basis of sorting out the relevant literature of rural human settlements environment governance,this paper takes Gushi County in Henan Province as the research object,uses the theory of human settlements environment and multiple governance theory,and conducts in-depth field investigation in some towns of Gushi County.Through questionnaires and interviews,this paper understands Gushi County's experience,practices and existing problems in rural human settlements environment governance.According to the five systems of natural,human,social,residential and supporting network in the theory of human settlements environment,this paper describes the current situation of rural human settlements environment governance in Gushi County,analyses the existing problems of rural human settlements environment governance in Gushi County with the theory of multiple governance,and puts forward some suggestions to improve the ability of rural human settlements environment governance in Gushi County from the perspective of government,market and villagers' multiple co-governance.Based on the data collected from the investigation of several towns in Gushi County,this paper points out the problems existing in the management of human settlements environment in Gushi County,such as the lack of long-term effectiveness in the management of rural ecological environment,the weak awareness of environmental protection of farmers,the inadequate governance of grass-roots governments,the single input subject,the lack of planning and management of villages,and the imperfection of rural infrastructure.Without the joint efforts of the whole society,farmers lack the initiative to participate in the governance of human settlements environment,the governance mechanism of rural ecological environment is not perfect,the large loss of rural permanent population leads to the change of rural residential pattern and insufficient investment in rural infrastructure;and then puts forward suggestions to improve the governance ability of rural human settlements environment in Gushi County: exploring the pluralistic cooperation of rural human settlements environment Governance approaches,strengthen the publicity and guidance of rural human settlements environment governance,improve the rural ecological environment governance mechanism,improve the overall planning of villages,and strengthen rural infrastructure construction.
