China is a state of ceremonies.The five thousand years of Chinese culture is world-famous.Chinese cuisine is famous all over the world.The Chinese nation is also a nation that pays attention to the environment and pays attention to health.The window we often say is clear,and it is clear that it is spotless.However,in daily life,people like to talk about war,military,culture,religion and other subjects,but also like to talk about daily life such as food,clothing,leisure,sports,etc.,but the toilet is accompanied by the progress of civilization in human society,accompanied by the country’s rich and powerful.The "hidden land" that is accompanied by customary practices,although connected with life,connected with society,and connected with culture,is often overlooked.After China’s reform and opening up,the country opened wider,foreign exchanges became more widespread,and social influences continued to increase.China’s toilets were "notorious." The impression of a foreign country on a country and the impression of a nation will first be established from public toilets.Public toilets will reflect the overall comprehensive strength of the country or region,thus affecting the national image,the well-being of the people,the ecological civilization,the relationship between the people and the people,and the happiness index of the people.Under the background of China’s rapid economic growth,the city has been expanding in scale,and the demand for public services in the people has gradually increased.At this stage,the traditional public toilet management ideas,management system and management methods have been adapted to the development of urbanization and the living needs of people.As one of the social public goods,public toilets are the key to improving public services by balancing fairness and efficiency,innovating management and operation methods,reducing operating costs,improving service quality,and improving people’s satisfaction.Taking the construction and management of public toilets in Kunming as an example,this paper uses literature research,field research,questionnaire survey and other research methods to analyze the status quo of public toilet construction and management in Kunming using public product theory,public service theory and overall governance theory.The problems of lack of effective supervision of the construction of public toilets in Kunming,the difficulty of landing construction projects,uneven management levels,and low public participation were analyzed.Drawing on the advanced experience of public toilet construction and management in other cities in China,this paper proposes to strengthen the government’s leadership,improve the mechanism system,broaden the operation mode,improve the evaluation and supervision mechanism,and encourage the public to actively participate in various aspects to improve the construction of public toilets in Kunming.Management work to solve problems in the process of promoting the construction and management of public toilets in Kunming,and improve public service decision-making and service levels.At the same time,it will provide certain guidance and reference for the construction and management of public toilets in other cities in China.
