Research On Collaborative Governance Of Ecological Civilization Construction

With the continuous advancement of socialist modernization,the contradiction between ecological environment and economic development is intensifying,and the construction of ecological civilization becomes an urgent requirement.Under this background,the construction of ecological civilization as a major subject of socialist construction in the new era has received more and more attention,and the strategic position in social construction is becoming more and more important.Through the unremitting efforts,continuous exploration and summary of actively,our government has made obvious achievements in the construction of ecological civilization,but because of features of publicans and external of ecological environment and resources,government intervention can produce failures in many cases,which cause the government's inadequacy and low efficiency.The practice proves that the construction of ecological civilization by the government or the market will fail and reduce the efficiency,so it requires the coordinated management of multiple subjects.As one of the main bodies of ecological civilization construction,the government should cooperate with market subjects and social subjects to better construct ecological civilization,so as to promote the realization of collaborative governance of ecological civilization construction.Although the government has already carried out some ecological civilization construction collaborative governance practices,and achieved certain achievements in practice,which has brought many benefits to the people,there are still many problems.In order to promote the further development of ecological civilization construction of collaborative governance,the author consult a large number of relevant literature,and on this basis,the author analyzed,inducted and integrated the literature,then made a research on problems and reasons of the problems in the process of the construction of ecological civilization,and targeted to put forward the countermeasures and suggestions to solve these problems.After analysis,the problems existing in the construction of ecological civilization collaborative governance include the government main body's coordination,market main body's synergy,social main body's coordination and cooperation among the three main body.The cause of these problems includes the externalization ecological problem,the government's self-interest,the dispersity of the rights and resources,the high transaction costs of enterprise,inadequate development of social main body,etc,but the most important reason is that the subject facing the conflict of interest.The countermeasures proposed in this paper to solve the problem of collaborative governance of ecological civilization construction include: to optimize the relationship between the central government and local governments,to coordinate the relations between local governments,and to integrate the functions of various departments to promote the realization of government cooperation,reducing transaction costs within the enterprise,establishing and implementing the emission trading system to promote the realization of market synergy,to shape the public spirit of citizens and strengthen the cultivation of Environmental Non-Government Organizations(ENGO)to promote the realization of social cooperation,and the construction of the rule of law government and the rule of law society,strengthen the environmental responsibility of the enterprise,establish the expression of interest and coordination mechanism to promote the mutual cooperation between the main bodies.Through these measures,we hope to form a system of environmental governance which is dominated by the government,enterprises as the main body,participate jointly of social organizations and the public,and finally realize the collaborative governance of ecological civilization construction.
