| Environmental governance modernization is an important part of national governance modernization.It is also the basic requirement to promote ecological civilization and build a beautiful China and the subject modernization of environmental governance is the foundation of modernization of environmental governance.The subject modernization of environmental governance is the foundation of modernization of environmental governance.The formation of an environmental governance community with a unified body and a common ground among multiple governance subjects is the ultimate goal of the modernization of environmental governance subjects.This article takes ecological civilization construction as the research background,governance theory as the analysis tool,Marxist materialist dialectics as the basis,and uses research methods such as literature analysis,systems analysis,and institutional analysis.This paper adheres to the principle of unification of problem-oriented and goal-oriented,analyzes and explores the evolutionary law of the multi-cooperation of environmental governance subjects and their destination,and proposes the path and countermeasures for the construction of environmental governance community.On the basis of summarizing and analyzing the country’s practical experience on lake governance and river governance,this article firstly clarifies that the goal of multi-subjects environmental governance for cooperative governance is to build an environmental governance community,and to explain the concept of environmental governance community in multiple dimensions.Secondly,this article analyzes the necessity and feasibility of the construction of the environmental governance community in the perspective of ecological civilization construction,and further clarifies the significance of this study.Thirdly,through analyzing the existing problems in the existing cross-domain environmental governance,the difficulties and challenges faced by the construction of the environmental governance community are summarized.There are not only the fuzzy role of the governance role of a single subject,but also the target difficulties among multiple subjects Problems such as incomplete bureaus and institutional mechanisms.Fourthly,for the problems that have been summarized and summarized,corresponding solutions and construction paths are put forward.Finally,the prospects of environmental governance community construction and the possible dilemmas are analyzed,with a view to providing reference for the realization of the modernization of national environmental governance in the future. |
