Study On Collaborative Governance Optimization Of Mine Ecological Environment Restoration In Longnan City

At present,with the continuous development of socialist modernization,the contradiction between ecological civilization construction and economic and social development is becoming increasingly prominent,and the construction of ecological civilization is becoming more and more urgent.Due to the publicity and externality of the ecological environment,government governance will fail in many cases,resulting in insufficient ecological environment governance and low efficiency,which constantly puts forward new requirements for the functional transformation and collaborative governance of the government in the construction of ecological civilization.Since the eighteen Party’s Congress,our government has actively explored in the process of ecological civilization construction,gradually formed Xi Jinping’s ecological civilization thought and sustainable development road.And came to the nineteen Party of the party,The State clearly proposed to strengthen and innovate social governance,as an important part of government governance,the construction of ecological civilization should also be included in the social governance model of co construction,co management and sharing.In order to optimize the collaborative governance action in the process of mine ecological environment restoration in Longnan City,this paper takes the collaborative governance process of mine ecological environment restoration in Longnan City as the research object,and uses the collaborative governance theory to construct the analysis framework,that is,the analysis framework of four dimensions: collaborative subject,collaborative mode,collaborative content and collaborative guarantee.Through the analysis,it is found that: in terms of collaborative subjects,there are some collaborative problems among the collaborative subjects of mine ecological environment restoration in Longnan City,such as inconsistent objectives of collaborative subjects,difficult transformation of role concepts among subjects,and unbalanced distribution of responsibilities and interests of collaborative subjects;In terms of coordination methods,there are some problems,such as the way of public power is too dominant,the way of contract is difficult to be effectively supervised,the mechanism of joint meeting is not perfect,the lack of Internet and the effective integration of various coordination methods;In terms of collaborative content,there is a problem of insufficient collaborative participation of multiple subjects in the preparation,review,implementation,supervision and evaluation of mine geological environment protection and land reclamation schemes;In terms of collaborative guarantee,there are some problems in the collaborative management of mine ecological environment restoration in Longnan,such as imperfect system and mechanism,laws and regulations,capital,technology,supervision and evaluation system and so on.Then,the reasons for the problems are the lack of public spirit,the lack of interest coordination mechanism and trust mechanism,the dislocation and absence of governance mechanism and the lack of external guarantee;Finally,it puts forward solutions to strengthen subject collaboration,optimize mode collaboration,improve content collaboration and deepen guarantee collaboration.
