As the key work of rural ecological revitalization,habitat improvement,rural domestic sewage treatment is of great significance to enhance the public’s sense of access and happiness.The collective consumption of rural environmental resources as a public good makes it difficult for individuals to take the responsibility,which can easily lead to free-riding,thus deciding that government leadership is indispensable.In practice,how to effectively communicate at all levels of government,how to effectively collaborate with departments at the same level and other issues for sewage management is particularly critical.Tianfu New Area of Sichuan province,as a national new area,has two unique areas under the direct control of Chengdu City and Meishan City respectively.In the process of sewage treatment,vertical coordination has been formed between provincial,municipal,district and street(town),and horizontal coordination has been promoted between agriculture and rural affairs,environmental protection,finance,urban construction,planning,party-mass,and administrative approval departments and so on.Grasping the cross-sector collaboration of rural domestic sewage treatment has theoretical value in enriching the study of collaborative governance with Chinese characteristics,and practical significance in achieving regional high-quality development.Based on the literature,this study constructs an analytical framework for crosssector collaborative governance of rural domestic sewage based on collaborative governance theory,whole government theory and SFIC model,with starting conditions(S),facilitative leadership(F),institutional design(I)and collaborative process(C)as key elements.On the basis of this,we further compare and analyze two cases of Chengdu Directly Administered Area and Meishan Directly Administered Area,to investigate the differences and similarities in the process of rural domestic sewage treatment,the collaborative dilemmas and the reasons behind them through interviews and questionnaires.This study finds that,firstly,the overall cross-sector collaborative governance of rural domestic sewage in Tianfu New Area is characterized by a certain cooperation basis,administrative level promotion,standardized management system and wide coverage of sewage treatment.Secondly,the two cases have common points in terms of strong motivation,multiple mechanisms and the whole process,while the differences are manifested in the different degrees of system construction,slightly different implementation processes and different roles of result feedback.In addition,the Chengdu Directly Administered Area is hindered by the foundation of starting conditions,leadership role and collaborative process,resulting in overlapping departmental responsibilities,tight financial resources and sloppy performance assessment;while the Meishan Directly Administered Area is hindered by the foundation,system and process level,resulting in lack of consensus on interdepartmental collaboration,vague policy regulations and delayed work promotion.In order to expand the advantages of cross-sector collaboration and overcome the dilemma of collective action,this study finally proposes the optimized path of crosssector collaborative governance of rural domestic sewage: first,to unify the consensus of departments to strengthen the foundation of collaboration;second,to innovate the top-level design with the coordination and supervision mechanism;third,to accurately invest resources and strengthen the party-government coordination to catalyze the efficient leadership of pollution control;fourth,to improve the whole process of PDCA implementation by compacting the closed loop of action;Fifth,to strengthen the feedback of the results by gathering public power,and gradually guide the active and orderly participation of the public.
