The Dilemma And Resolution Of Collective Action In The Ecological Governance Of The Trans Administrative Region

The issue of ecological governance concerns the survival and development of humankind and concerns the immediate interests of everyone.The report of the 19th National Congress of the Communist Party of China was titled "Accelerating the Reform of the Ecological Civilization System and Building a Beautiful China." It independently described the concept,measures,and requirements of ecological civilization in China.With the rapid economic and social development,various complex ecological problems such as soil erosion,garbage pollution,air pollution,water pollution,and noise pollution are increasingly serious.The problem of ecological governance across administrative regions is becoming increasingly prominent.The capacity is far behind the speed of destruction,and the ecological deficit is gradually expanding.The cooperation between local governments across administrative regions and the implementation of ecological governance actions are inevitable choices to follow the trend of the times.At present,the cross-administrative region’s ecological control actions in some areas in China have had little effect,once fell into the collective action dilemma,and how to solve the collective action dilemma currently existing in China’s cross-administrative region ecological governance has become a crucial issue.This paper defines the two concepts of ecological governance and cross-administrative regional ecological governance,based on collective action theory,commons tragedy theory and collaborative governance theory,summarizes some of the collective action dilemmas that emerged in China’s cross-administrative region ecological governance,and analyzes the causes.Put forward corresponding countermeasures.The predicament of collective action currently existing in the ecological governance of local governments in China is mainly manifested in the fragmentation of the formulation of ecological policies,the incomplete implementation of ecological policies,and the ineffective supervision of ecological policies.The causes of the dilemma are complex and diverse.Among them,the differences in the concept of cooperative cognition of the subject of ecological governance,the defects in the current management system,and the lack of guarantee mechanisms for collective actions are the main reasons for the current problems.The emergence of the problem will inevitably require effective solutions.After combining the relevant theories with the excellent experiences of Western developed countries,the author finds that the cultivation of the concept of strategic cooperation in ecological governance,the establishment of a multi-level regional ecological governance structure,and the deepening of the operational mechanism of ecological governance are effective ways to deal with the collective action dilemma in cross-regional ecological governance in China.
