| In recent years,cross-administrative region environmental pollution problems emergeone after another,and ecological civilization is seriously threatened.In Beijing-Tianjin-Hebei,Yangtze River Delta,Fenwei Plain and other regions,cross-administrative regions pollution problem is quite obvious.In order to cope with the regional characteristics of environmental pollution and coordinate the solution of cross-administrative region environmental pollution problems,some local governments have begun toembark on the road of regional synergy governance,which has greatly promoted the process of the cross-administrative region ecological environment synergy governance.At present,although there has been some progress in the cross-administrative region ecological environment synergy governance in China,the performance is not good.How to effectively improve the performance of the synergy governance is the key to promote the in-depth breakthrough of the cross-administrative region ecological environment synergy governance in China.This paper firstly analyzes the external representation and internal mechanism of thedilemma of cross-administrative region ecological environment synergy governance,and finds that the root cause of the synergy governance dilemma lies in the horizontal conflict of interests.How these horizontal interest contradictions unfold and lead to the predicament of synergy governance,which requires the analysis and discussion of the process of synergy governance.Based on the holistic governance theory,synergy theory and other related theories,as well as the qualitative research method of procedural grounded theory,a policy process system model of cross-administrative region ecological environment synergy governance is constructed,and its operationlogic is elaborated.The operation effect of the policy process system of cross-administrative region ecological environment synergy governance is an important criterion to judge the performance level of synergy governance,and the operation effect mainly depends on the degree of coordination of each subsystem.In this regard,we use the composite system synergy model to evaluate the degree of synergy of the policyprocess system and measure the cross-administrative region ecological environment synergistic governance performance,and on this basis,we quantitatively analyze anddemonstrate the relationship between the synergy of the policy process system and governance performance through the research method of panel data regression analysis,so as to construct a cross-administrative region ecological environment synergistic governance performance generation mechanism that explains the relationship between the policy process system and governance performance.On this basis,the correlation analysis method is used to test the correlation between the performance generation mechanism of cross-administrative region ecological environment synergy governance and the relationship between its constituent elements and governance performance.The results show that there is a significant correlation between government attitude in driving mechanism,collaborative action in collaborative interaction mechanism,incentive in assessment and incentive mechanism,supervision and reform in supervision and improvement mechanism and governance performance.these are also the four key factors that affect the performance of cross-administrative region ecological environment synergistic governance.Design the path of performance improvement according to the key influencing factors,and further put forward the accurate policy concept and orientation to change the government policy concept;pay attention to the benign interaction of Synergy implementation to enhance the effectiveness of policy implementation;strengthen the incentive of Synergy governance,strengthen the willingness of government cooperation;strengthen the ex post supervision of policy improvement,ensure the long-term operation of policies and other performance improvement path policy recommendations. |
