A Case Study On The Crisis Management Of Changning Earthquake In Sichuan Province

In recent years,China's rapid economic development,has leaped to the second largest economy,but also is about to achieve a well-off stage in an all-round way.In different stages of social development,the public has different concerns about people's livelihood.Today,with the rapid economic development,the outbreak of public crisis events has changed from the accidental occurrence of abnormal to the frequent occurrence of normal,and the public has paid more and more attention to safety,which has become an unavoidable major challenge in the management of the government in the new era.Therefore,the management of public crisis is an important embodiment of fully performing government functions,improving the governing ability and building a harmonious society.As the main body of public crisis management,the attitude,response and measures taken by the government in the face of sudden public crisis will directly affect the stability of the society.Therefore,the government must give full play to the main role,take effective measures in the pre-warning mechanism,post emergency mechanism and social mobilization mechanism of public crisis management,and properly respond to public crisis.Changning earthquake in Sichuan Province is a natural disaster type public emergency.Due to the occurrence of many major earthquakes in Sichuan Province,the earthquake has attracted public attention since its occurrence.At the same time,because the earthquake occurred at night,it had a certain impact on the whole emergency rescue.In addition,the earthquake itself was devastating,which increased the difficulty of emergency rescue and brought more uncertainty qualitative.The Changning earthquake is a typical public crisis in terms of sudden,emergency,rapid spread and uncertainty.Taking the earthquake as an example,this paper scientifically analyzes the positive practices of Sichuan provincial government in the aspects of pre monitoring and early warning,emergency linkage rescue and social mobilization in the event,analyzes the results one by one,and puts forward the Enlightenment of early warning mechanism,emergency mechanism and social mobilization mechanism on the current public crisis management,with a view to dealing with public emergencies in the future for reference and guidance.This paper is divided into six parts.The first chapter introduces the research background and significance,the research status at home and abroad,related concepts and theoretical basis,research content and methods.The second chapter briefly describes the development process and current difficulties of public crisis management in China,and analyzes the typical cases.The third chapter analyzes the case of Changning 6.0 earthquake crisis management,briefly describes the basic situation of Changning earthquake,specifically analyzes the specific response measures of Sichuan provincial government and makes an effective analysis.The fourth and fifth chapters analyze the key factors of the crisis management of Changning 6.0 earthquake,including early warning mechanism,emergency mechanism and social mobilization mechanism.The sixth chapter puts forward six suggestions: first,strengthen the prevention management,grasp the initiative of response;second,improve the level of emergency plan;third,give full play to the role of other social subjects;fourth,improve the relevant laws and regulations;fifth,strengthen the information disclosure,improve the image of the government;sixth,improve the working ability and quality of public crisis management personnel in an all-round way.
