A Study On Problems And Countermeasures For Haikou's Crisis Management Of Typhoon

Typhoons coming from the South China Sea and the Philippines have not only incurred great property damages,but also seriously influenced people's daily production and life.Therefore,it's of realistic significance to study public crisis management of typhoon.It's beneficial for relevant government departments to establish and improve the emergency management system and formulate relevant policies so as to have scientific and predictable disaster management.The thesis takes the No.9 super typhoon Rammasun as the case for the study on public crisis management.First,the thesis points out the research background,significance and methodology.The thesis also clarifies the concepts of public crisis and the disaster of typhoon.Then the thesis continues to elaborate on the history,status quo and problems of Haikou's public crisis management of typhoons.The city's emergency response to the No.9 super typhoon Rammasun is taken as the case study for analyzing the achievements and problems of disaster prevention.The problems are:firstly,the process of crisis management of typhoon still has the room to improve and it's not very scientific;secondly,the anti-disaster capability of infrastructure should be further improved;thirdly,human activities also lead to the weak link of typhoon prevention;fourthly,there is weak link in flood-relief equipment and rescue resources;and finally,the public's awareness for preventing disaster and advoiding danger is not strong.Besides,based on experience of Australia and Japan in public crisis management of typhoon,the thesis puts forward relevant solutions from 6 aspects to improve typhoon crisis management.Firstly,it's important to strengthen the process of public crisis management in response to typhoons.Secondly,work with great priority should be enhanced pragmatically.Thirdly,the system for emergency and rescue goods and materials and staff team should be improved.Fourthly,the government's awareness for public crisis management has to be increased.Fifthly,it's necessary to cultivate the awareness of self-recue and mutual-rescue among the public.And lastly,a mechanism for public participation in public crisis management should be established.
