Discussion About The Influence Of The Environment On Government Management

The environment is a foundation of human being's existence and development. However, with the rapid development of the industry in recent years, the condition that the natural resources are excessively exploited and the environment is increasingly polluted has become more and more serious.There are two reasons that the environment has an influence on government management. One is the self attribute of the environment. As a kind of public goods, the environment has some attributes, such as externalities and unclear property rights. These attributes lead to market failure and government failure. The other is other social problems resulting from the environmental problem. They include poverty problem, social justice problem, sustainable development problem, etc. These problems also have different effects on government management from different sides. The influence of the environmental problem and other social problems from it on government management mainly embodies three aspects. They are management concept, management function and management manner. In the view of management concept, the government should set performance management concept, justice management concept and service management concept; in the view of management function, the government should adjust the development direction of economic function, social service function and education function; in the view of management manner, the government should exert common effect of its own and market and improve on the extent of the public's participation in the course of the constitution of policy.From the aspect of the practice, the influence of the environment on the American government management, Japanese government management and Chinese government management and the countermeasure have some common characteristics. But, on the other side, the countermeasures have some uncommon traits owing to the different situations of countries.
