As countries around the world march into the ocean,China has also strengthened the development and utilization of marine resources,but China’s marine economy has extensive development and blindness and lag in development,resulting in unreasonable industrial structure,failure to achieve the effective transformation of traditional industries into emerging industries,serious resource loss,deterioration of the ecological environment,and there is still a certain gap with the goal of green and high-quality development of the marine economy,and the problem of low efficiency of the marine economy has not been fundamentally solved.The "19th National Congress" has taken "achieving high-quality economic development and building a modern economic system" as the country’s primary task,and the "14th Five-Year Plan" has also proposed that it is necessary to base on the country’s marine economy,scientifically formulate development strategies,realize the optimization of the marine industry,and enhance the benefits of the marine economy.Therefore,combined with the current background of economic development and policy promotion,in order to promote the high-quality development of the marine economy,we must pay attention to the improvement of the efficiency of the marine economy.In order to explore the strategy of marine economic development in China’s coastal areas,this paper calculates the marine economic efficiency of coastal areas based on the Super-SBM model containing undesired outputs,comprehensively uses Dagum’s Gini coefficient and its decomposition method and nuclear density estimation to explore the spatiotemporal differentiation law of marine economic efficiency in coastal areas as a whole and three major economic regions,and uses geographic detectors to explore the driving factors of spatiotemporal differentiation of marine economic efficiency from the perspectives of endogenous and exogenous,which not only analyzes the development status and differences of marine economy in coastal areas in China.At the same time,the driving factors of the spatial and temporal differences in marine economic efficiency of coastal areas as a whole,Bohai Rim Economic Zone,Yangtze River Delta Economic Zone and Pan-Pearl River Delta Economic Zone are analyzed,and then suggestions for sustainable development of marine economy in coastal areas are put forward.The results of the study showed that:(1)The model that does not consider the non-expected output will overestimate the actual production efficiency of the marine economy,and the ineffectiveness of scale efficiency is the main reason for the ineffectiveness of the comprehensive efficiency,and the average comprehensive efficiency of the marine economy in coastal areas shows an evolution trend of "first decline and then rise";(2)There is a significant spatial imbalance in the overall efficiency of the marine economy in the coastal area and the three major economic zones,and the spatial difference increases year by year,with the largest intraregional difference in the Bohai Rim Economic Zone and the largest difference between the Bohai Rim and the Yangtze River Delta Economic Zone;(3)The absolute difference in the overall efficiency of marine economy in coastal areas and the three major economic zones is expanding year by year,and there is a two-level differentiation;(4)The main endogenous and exogenous driving factors of the spatiotemporal differentiation of marine economic efficiency in coastal areas as a whole and the three major economic regions are different.
