Research On China (Zhoushan) Marine Science City

The construction of China (Zhoushan) Marine Science City is an important strategicdeployment the government of Zhoushan Archipelago New Area made around theconstruction of Zhoushan under the general background of the new round of industrialrevolution, which is a significant attempt to seek for transformation driven by innovationand development ushered by science and technology. According to the overall requirementof “Development Planning for Zhoushan Archipelago New District of Zhejiang”, themarine science city is oriented at resources nesting zone of marine scientific andtechnological innovation, accelerator of marine scientific and technologicalaccomplishments conversion, and rising industrial source of marine strategies, and it is thescientific and technological engine and source of innovations for the development of NewArea. The construction of the marine science city attaches much of a vital significance tothe development of New Area.However, in such an environment as Zhoushan with outstanding geographicalregional advantage but in a remote economic region, relatively rich in marine resources butshort in territorial labor resources, and higher proportion of marine industry in GDP butsingle industrial structure and backward productive capacity, how to construct and developwell a science city with marine science and technology R&D and incubation of risingmarine strategic industries as the core functions in a leap-type way has become a puzzlepresented in the front.This paper takes the development and construction of the Science and Innovation Parkin China (Zhoushan) Marine Science City as a research object, and initially determines thedevelopment direction and development strategies of industries in the marine science cityby comprehensively analyzing both the internal and external environments of ZhoushanArchipelago New Area, on the basis of reference to relevant theories and studies ondevelopment of science and technology park and marine science and technology park bothhome and abroad.The Science and Innovation Park of the Marine Science City is adaptable fordeveloping two major innovative industries: marine science and technology R&D andmarine electronic information industries. Wherein, the marine science and technologyR&D industry lays an emphasis on common marine technology R&D, to meet the demandfor traditional marine industries upgrade and rising strategic industries cultivation in Zhoushan Archipelago New Area of Zhejiang, and on promoting scientific andtechnological application R&D and conversion of innovation accomplishments; whereasthe marine electronic information industry is targeted at promoting and fostering risingindustrial clusters to reinforce information technology prop of marine economy.In spatial development strategy, the strategy “with core without domain” shall beadopted. With the Science and Innovation Park as the core, the main platforms and sourceof innovations of Zhoushan marine science and technology regional innovation system areto be forged, and the entire Zhoushan bound is to be radiated and served via industrialchains, capital chains, platform service chains and policy chains; in project implementationstrategy, two major strategies known as “invigorating large enterprises while relaxingcontrol over small ones” and “virtual-real synthesis” shall be enforced in concentrated way.An array of key projects playing a significant leading role should be sifted and schemedspecifically, and a batch of development platforms which can integrate the innovationresources very well should be constructed, so as to accelerate the construction of the park...
