Inter-basin water transfer is an effective measure to alleviate the contradiction between regional water resources supply and demand.Optimal water resource allocation is an effective method for efficient operation of water transfer projects.The accuracy of water transfer efficiency affects the accuracy of the scheduling scheme.In recent years,the contradiction between supply and demand of water resources in Jiaodong area of Shandong province has become more and more prominent.In order to alleviate the contradiction between supply and demand of water resources and improve the utilization efficiency of water resources,this paper takes The Jiaodong Water Transfer Project and the main water demand areas Weifang,Qingdao,Yantai and Weihai as the research object to carry out the research on water transfer efficiency and optimal scheduling of water resources.The main research contents and results are as follows:(1)Study on water transfer efficiency of Jiaodong Water Transfer Project.First of all,the project on March 24,2016 to February 19,2019,the daily dispatch of running water distribution data analysis and processing,selecting 852 groups of data,the Yellow River of Jiaodong Water Transfer Project to Qingdao and yantai,weihai engineering water conveyance efficiency measured data calculated,the results as follows:Project of Water Diversion from The Yellow River into Qingdao water conveyance efficiency of 0.7983-0.8755,yantai,weihai section water conveyance efficiency of 0.8483?0.9082.Then,based on the calculation results of actual water conveyance efficiency and engineering data,the parameters of Davis-Wilson formula and Kosgarkov formula are calculated and determined,and then the empirical formula of water conveyance efficiency of different channels in Jiaodong Water Transfer Project is obtained,which can be used to calculate water conveyance efficiency in the absence of measured data.(2)Water demand analysis in the water receiving area.Based on the physical and geographical profiles,water resources profiles and development and utilization status of the 4 cities in Jiaodong along the main water-receiving areas,the living,agriculture,industry,construction,tertiary industry,ecological environment and other water requirements of the 4 cities are calculated and predicted.The urban public water demand,combined with the water consumption red line constraint indicators of the 4 cities in Jiaodong,calculates the total water demand of each city.(3)Optimized allocation of external water transfer.Based on the analysis of the actual water allocation and social and economic indicators in the 4 cities of Jiaodong,the variable fuzzy set theory is used to establish the variable fuzzy optimization model of the externally adjusted water quantity,calculate the optimal allocation coefficient,and optimize the allocation of the externally adjusted water quantity in the 4 cities of Jiaodong,so as to make it more suitable for the social and economic development.(4)Research on optimal scheduling of water resources.Based on the principle of preferential use of externally adjusted water and then local water,a Distributed Water Scheduling Model(DSM)is constructed with the adjusted water amount in the 4 cities of Jiaodong,and the minimum water demand from different planning year and the bleeder.The Planning Index Scheduling Model(PIM)was constructed with the planning index as the external water transfer constraint.At the same time,considering Jiaodong Water Transfer Project and Huangshui East Emergency Transfer Project,the Emergency Scheduling Model(ESM)is constructed to carry out emergency water transfer in cities with emergency water shortage.(5)The optimal scheduling scheme of water resources is determined.By using Lingo software programming to solve DSM,PIM and ESM scheduling models,scheduling schemes of each scheduling model in different planning years are obtained.Planning in the 4 cities of Jiaodong from 2025 to 2030 in three kinds of scheduling scheme are:DSM water diversion scheme Weifang 201,Qingdao 384,Yantai 240,Weihai 82 million m3:PIM water diversion scheme Weifang 363,Qingdao297,Yantai 187,Weihai 78 million m3:ESM water diversion scheme Weifang 220,Qingdao 902,Yantai51,Weihai 52 million m3According to the plan,907 million m3 of water will be transferred to the receiving area in the DSM water transfer scheme from 2025 to 2030,with an overall water transfer efficiency of 82.04%.Compared with the PIM water transfer scheme,under the condition that the total amount of externally transferred water in the 4 cities of Jiaodong city is basically unchanged,the optimal allocation of externally transferred water in each city has a coupling coordination degree of 0.8021 with social and economic development,which is more suitable for its social and economic development.The ESM model takes into account the constraints of Jiaodong Water Transfer Project and Huangshui Water Transfer Project,and conducts centralized emergency dispatch for Qingdao,a city with severe water shortage,to effectively alleviate the contradiction between water supply and demand.Water shortage rate decreases by 43.81%?48.34%.
