With the rapid development of society economy,regional water shortage has become an obstacle to water ecological restoration and social development.In many cases,water shortage is caused by the current water resources management can not promote fair allocation and use water efficiently.Water resources optimal allocation and scheduling system is the effective means to solve the problem.River and lake water connectivity project is an important measure to resolve regional water shortages and optimize water allocation.This paper took Haikou city as the research object,including the analysis of the supply and demand situation of water resources,water resources optimal allocation model with multi-water sources,multi-users and multi-targets,and water resources optimal allocation and scheduling system developed by the Visual Studio.NET.The optimal allocation results and scheduling scheme under different levels and scenarios were given,which provides a scientific basis for sustainable and efficient use of water resources.The main results are summarized as follows.(1)Based on investigating the situation of main rivers,lakes,reservoirs,river connectivity projects,water source,water supply institutions and sewage treatment,this paper gived the water supply and drainage routes in different areas of Haikou.Comparing the difference of water supply pattern that before and after the connection of key river connectivity project.(2)This paper investigated the situation of social economy,industrial structure and water efficiency in Haikou City.Water demand prediction model based on the system dynamics principle is constructed.Under the two scenarios of Haikou's Low water consumption(Steady economic development and strong water-saving measures)and High water consumption(Rapid economic development and appropriate water saving measures),the results of water demand forecast in different regions,users and water inflow frequency are given.(3)This paper studied the principle and calculation process of Xinanjiang model.According to the hydrological data of rainfall stations and evaporation stations in Nandu river basin,Constructing Xinanjiang model of Nandu River Basin.Model can forecast the daily runoff of Longtang hydrological station in Haikou.(4)This paper combined theory of water resources allocation and prediction of water demand and supply volume,constructed a multi-objective water resource allocation model based on water resources quantity,quality and efficiency,and used the genetic algorithm function of Matlab to solve the model.Then according to the allocation results,the balance of water supply and demand in different years is discussed.Also,the benefits of water connectivity project in water allocation are compared.(5)In view of the necessity of developing the water resources optimal allocation and scheduling system in Haikou City,this paper design system objectives,tasks,overall framework and decision support processes.The system is developed by ArcGIS Engine which includes water demand prediction,runoff forecasting,water resources optimal allocation,water management and query.It provides decision support for the scientific management of water resources.
