In terms of difficult issue of coordinate multi-source,multi-demand area and multi-decision-maker in water resources allocation of Hongyan river water diversion project,systematically studied that the mathematical model and solution method of multi-objective optimal allocation of water resources for Hongyan water diversion project based on economic,social and environmental benefits.It is of great significance and practical value to the western route of the south-to-north water diversion project.The main research results are as follows:(1)According to the historical data of used water and social and economic development indicators,By the trend analysis method and quota method predicts the agriculture,industry,life,ecological water supply and demand at the Hongyan river area at the present and the future situation.The forecast results show that the water supply cannot meet the water demand in most areas of Hongyan river demand area in the planning year.Under the conditions of increased production,living and ecological water demand and substandard water replacement,in 2025,the water shortages of the water demand areas under the guarantee rates of 50%,75%and 95%respectively were 1.028 billion m3,1.266 billion m3 and 1.53 billion m3,the water shortage rates respectively were 21.81%,25.56%and 29.35%.In 2035,the water shortages of 50%,75%and 95%of water demand areas respectively were 2.087 billion m3,2352 billion m3 and 2.608 billion m3,the water shortage rates respectively were 37.11%,39.93%and 42.43%.Therefore,it is imperative to optimize the allocation of regional water resources and carry out regional water diversion in order to ensure the rational water demand of each district and the coordinated development of economy and society in county.(2)Used the genetic algorithm NSGA-? to solve the mathematical model of multi-objective optimal allocation of water resources based on considering economic,social and environmental benefits and obtain the non-inferior solution set.,confirming the quantity and quality of water diversion and the water resources optimal allocation scheme.In 2025,under the guarantee rates of 50%,75%and 95%,Hongyan river will respectively transfer 1.191 billion m3 water,1.369 billion m3 water and 1.572 billion m3 water.The water shortage rate will respectively decrease to 0.08%,0.10%and 0.07%.In 2035,under the guarantee rates of 50%,75%and 95%,Hongyan river will respectively transfer 2.465 billion m3,2.704 billion m3 and 2.937 billion m3,and the water shortage rate respectively will decrease to 0.13%,0.11%and 0.21%,The imbalance between supply and demand of water resources has been reversed.In addition,the selected scheme is one of the multi-objective non-inferior solution sets,which guarantees the mutual coordination of multiple objectives and maximizes the comprehensive benefits.The decision-maker can also select the allocation scheme according to different requirements and determine the scale of water diversion project,which provides the theoretical basis and decision basis for improving the efficiency of water diversion and distribution.(3)The NSGA-? algorithm can make the Pareto solution set distribution more uniform and the target of optimizing ability is stronger.Therefore,determine the NSGA-? the applicability of the algorithm to the problem of multi-objective optimization allocation of water resources.
