Design And Development Of Difference Analysis And Coordination Processing System For Planningresults Based On "Multi-plans Integration"

Since the Third Plenary Session of the 18 th CPC Central Committee,Chinese urban and rural development,planning ideas,planning means are constantly updated.Urban and Rural Planning has also undergone profound changes in scope and content and other aspects.From the single urban planning,we pay more attention to national economic and social development planning,land use planning,and environmental planning and other " Multi-plans Integration " direction.However,there are so many existing planning systems in our country.Different planning departments pay attention to the key points,requirements,time,etc,so in the process of drawing up the plans,the planning and preparation of the programs are also different.This phenomenon has led to a "fight" between various planning departments over space control.Therefore,the coordination and integration between planning departments is the key to solve the problem,and " Multi-plans Integration " is an effective way to solve the conflict of planning.In this paper,through the exploration and practice of the platform of " Multi-plans Integration " coordination system,we study the method and technology of difference analysis and coordinated processing of planning results,and develop the corresponding application system,which is based on the idea of " Multi-plans Integration " and the technical standard and working mechanism of multi-planning connection,and aim at solving the problems of data format,coordinate data disunity,planning conflict and so on.The main work is as follows:(1)We analyze the demand and current situation of the analysis and coordination of the results of " Multi-plans Integration ",which assist the establishment of spatial data standards,through combing and analyzing the data status of the planning department.(2)Based on the multi-gauge data standard and the coordination standard,a method of identification and difference analysis of multi-gauge difference is constructed.(3)Aiming at the requirement of planning achievement of " Multi-plans Integration ",this paper studies the coordination method of contradiction and multi-planning difference,and puts forward an effective scheme to eliminate the contradiction of achievement.(4)Using the technologies of ObjectARX CAD,GIS and C ++ development language,we develop a set of difference analysis and coordination processing system on Visual Studio.Net platform.(5)We illustrate the feasibility of the method with an example.The system of difference analysis and coordination of planning results in the unified system platform of "multi-planning in one" is helpful to eliminate the heterogeneity of multi-department planning data and to identify and coordinate the contradiction of spatial differences.and realize the unified management,depth analysis and comprehensive integration of multi-sector planning achievements,such as development and reform,land,environmental protection,etc.
