China has a vast area of land and various landforms.Because of the different emphasis among functional departments,the planning of urban and rural development is often conflicted,which leads to an insufficient usage of the land resource.Under this circumstance,the Multi-Planning Integration is becoming a hot issue,and detecting the conflicts in different plans accurately and efficiently is the premise of the Multi-Planning Integration.This dissertation analyzes the key technology involved in user needs and system development based on actual projects and the problems in the Multi-Planning Integration process,and develop a Multi-Planning Conflict Detecting System.This system have a user-friendly UI which is very convenient to achieve user's interaction.In practicing,conflict detection can be divided into 4 steps.Firstly,to select planning data to be processed in the planning spatial database.In the second place,according to the planning data to extract Control Zone,after that,to select and analysis the Control Zone in order to generate conflict data.Finally,with the help of coordinating the conflict data,it can create the final result data set.About processing flow of multiple conflict detection,the system can create rule template that detects conflict project,and then save parameters in template,such as planning data selection rule,Control Zone rule,data conflict rule,and coordination rule.The project template is stored in the underlying database.It's very convenient for users to access the template because the system provides well-suited functions,such as query,update,maintenance and call.It also can greatly improve the efficiency of multiple conflict detection so that achieve the objective that one definition can be reused.The practical results show that the system can detect the conflicts by efficient and flexible ways between multiple planning.It also can provide a feasible solution to solve the problems in current multiple conflict detection.Whether in theory or practice,it can bring obvious advantages about the conflict detection which is the key issue in Multi-Planning Integration process.
