Research On "Multiple Plans Integration" Of County Region Supported By GIS

Spatial planning is an important theoretical basis for allocating land resources and spatial structure and optimizing the layout of urban development.However,due to the insufficiency of management system and national policy,there are many contradictions and conflicts among various plans in China,including town and country plan,land use master plan,national economic and social development plan,and the problems of construction,protection and control in the process of urban and rural development caused by them are becoming more and more prominent.In recent years,“multiple plans integration” driven by policy guidance at the national level and actual needs at the local level,has become a powerful way to solve the problems of self-contained system,content conflict and lack of cohesion of existing planning.With the development of the pilot project of “multiple plans integration” promoted by the state,many cities have formed their own achievements and experiences.Under the background of “multiple plans integration” project in Shiguai District of Baotou City,this paper studies and explores the application method of GIS technology in spatial planning based on “multiple plans integration” from the perspective of GIS.It can not only solve the practical problems of planning,but also provide many spatial analysis models of GIS,which can provide auxiliary functions for the related work of spatial planning based on “multiple plans integration”.This paper mainly focuses on the following contents:(1)The top-level design of spatial planning database is carried out,and the conversion from Dwg data to Shapefile format is realized based on Teigha component and GDAL/OGR function library,which solves the standardization of data format.(2)Make a thematic analysis on the related issues of “multiple plans integration”.For the detection of “planning conflict”,considering the problems of many patches and large amount of data,the parallel computing model of GIS is adopted to obtain the conflict detection results with high efficiency;The “land development suitability” model is constructed based on the relevant geographical data by means of GIS spatial analysis technology,thus providing auxiliary indicators for the coordination of planning conflicts;Aiming at the problem of “project location” in spatial planning,this paper puts forward a research direction based on “spatial accessibility” and POI agglomeration degree analysis to find “matching missing”areas in spatial planning,so as to provide reference for related project location or commercial site selection,and takes medical resources as an example to analyze.(3)Based on the project of “multiple plans integration” in Shiguai District of Baotou City,a prototype system of planning assistance is constructed,which provides a basis for the development of “multiple plans integration” work.At the same time,the research scheme of this paper is also put into practice.
