Vietnam is located in the eastern part of the Indochina Peninsula, surrounded bythe sea. Small land area, with a large population of the actual situation makes it to theocean has a quite remarkable dependence. Since the discovery of oil and gas resourcesin the offshore since the Vietnam full use of their marine resources, as well as themodernization of its national economic recovery and development services. With thegrowing economic importance of marine highlights, Vietnam proposed "to the sea tosurvive, to the ocean and development" slogan, and gradually develop a nationalstrategy "to develop the marine economy". Currently, Vietnam’s marine economicstrategy has taken shape, and established the offshore oil and gas industry, marinefisheries, marine and island tourism, marine ports and marine transportation such asthe four pillar industries of marine economy as the core of the marine economy.Vietnam marine economic development has had a significant and far-reachingimpact on its economic, social, diplomatic and other fields. The development ofmarine economic resources is the beginging that Vietnam use oceans to get rid ofpoverty and development economy, also is the foundation than Vietnam go towardsthe deep ocean. Today, the country has become increasingly dependent on thedevelopment of Vietnam’s marine economy development, marine economy needsboth internal support Vietnam’s economic development, it is important to promote theprotection and improvement of people’s livelihood in Vietnam. Full use of marineresources in the economy, is to promote the industrialization and modernization ofVietnam’s power lies.It should be noted that the development of marine economy of Vietnam and itsSouth China Sea policy are closely related. In recent years, Vietnam, South China Seapolicy formulation and adjustment is often based on economic strategy under theguidance of their maritime economic strategy for the practical needs of the SouthChina Sea, driven by the interests of the marine economy has become one of theimportant factors affecting the South China Sea policy. Meanwhile, the development of foreign relations in Vietnam, and thus enhance its influence in the South China Seaissue, the marine economy, especially offshore oil and gas resources in thedevelopment of international cooperation plays an important role in the bond. Facingthe future, as the oceans rising economic strategy in Vietnam, the status of thecountry’s overall strategy, the spillover effects of marine economy of Vietnam will bemore obvious, especially marine economic factors affecting domestic and foreignpolicies in the South China Sea in Vietnam policy will also be Vietnamese peoplestudy provides a new perspective.
