The Policy Research On Development Of The High-end Marine Industries Of China

China is the largest developing marine country in the world, which has an area ofabout three million square kilometers of the sea.With the development of globaleconomy, marine strategic position appears day by day in the international trade andcooperation,and the marine economy has become an important point of growth in theworld economy. At present, China has entered a critical period of the “Twelfth Five-Year”development, Scientific development of marine resources and rational use of marinescience play an increasingly important part in the development of our national economy. Inorder to cope with requirement of marine economic development in the new situation andera, China has successively promulgated the “National Marine Development Career Plan”,“National Marine career development of the Twelfth Five-Year plan”, the report of the18thnational congress of the Party, etc. It clearly stated to co-ordinate the development ofmarine industry, to make an effort to enhance marine development and to control thecomprehensive administration capabilities. However, at present our country still has a lotof restricting factors, such as the unbalanced marine economic development, the lack of theability of high-end manufacturing, the lack of investment and financing mechanism,the insufficient High level talents reserve and so on. In this context, vigorously developingthe high-end marine industry which is at the core position in the development of the marineeconomy, will guide the marine economic development direction, improve the capability ofmarine independent innovation, promote the transformation and upgrading of marineindustrial structure, and it will also have strategic significance. This paper tries to suggestsome policies for actively promoting the development of China’s high-end marine industry,at the same time it also tries to provide the theory basis and concrete methods forformulating and implementing policies of the high-end marine industries of China.Firstly, a brief account is given about the connotation and the characteristics ofChina’s high-end marine industry in this paper. It clarifies the connotation of thedevelopment policy on the high-end marine industries in our country,which is on the basisof recollecting the industrial policies and public policy theory, and then it points out thatthe industrial policy theory and public policy theory is the theoretical basis of this paper. Atthe same time, this paper analyzes in detail the policy of the development of high-endmarine industry of America and Japan, and provides a reference for concrete analysis of the problems that exist in our country’s high-end marine industry development policy. Andafter that, It makes an analysis of the current situation of the high-end marine industry ofChina, and finds out the problems which still exist in the development of high-end marineindustry in China and why, and points out that these problems should be solved in policylevel. Then it adopts demonstration analysis and theoretical analysis, and puts forwardsome policy recommendations about development of high-end marine industry, such asstrengthening the policy support of the government, enhancing the production-education-research cooperation, deepening the reform of science and technologyinstitutions, actively expanding financing channels, recruiting and cultivating talents and soon.
