Optimization Research On The Integrated Coastal Zone Management Of Zhanjiang Bay

Located on the northeast side of Leizhou Peninsula,Zhanjiang Bay has unique marine resources and geographical advantages and is the largest harbor in Zhanjiang.Taking the Zhanjiang Bay Coastal Zone as the main research object,and taking the marine integrated management theory,marine environmental protection theory and sustainable development theory as the guide,this paper investigates the current situation and existing problems of the integrated management of the Zhanjiang Bay coastal zone.Drawing on the typical integrated coastal management experience at home and abroad,this paper study the Zhanjiang Bay coastal zone from the perspective of optimization management,and proposes to optimize the integrated management of the Zhanjiang Bay coastal zone,in order to provide theoretical support for the integrated management of the Zhanjiang Bay coastal zone.Comprehensively optimizing the integrated management of coastal zones is of great significance for improving the comprehensive economic competitiveness of the coastal zone of Zhanjiang and promoting the coordinated development of human and environment.The specific research contents are as follows:The first part is the general theory,in which the background,purpose and significance of the research are briefly described.Through the collection and compilation of many references,the theories and experiences of domestic and foreign scholars on integrated coastal management are refined,and the research contents,framework and research methods are clarified on this basis.The second part is the concept definition and the theoretical basis.In this part the basic concepts and characteristics of integrated management of coastal zones and coastal zones,the contents,process and principles of integrated coastal zone management,and the theories of integrated marine management,marine environmental protection,sustainable development and ecosystem management are reviewed.In the third part,the status quo of Zhanjiang Bay coastal zone integrated management was investigated from the perspective of Zhanjiang Bay coastal zone,integrated coastal zone management,coastal zone resource development and coastal zone environmental protection.The fourth part is the main problems in the integrated management of Zhanjiang Bay coastal zone.For example,the excessive development of coastal resources leads to the reduction of fishery resources,the reduction of shoreline tidal flats,the deterioration of water quality caused by environmental pollution in coastal zones,seawater intrusion,and red tide disasters.The fifth part analyzes the reasons for the problems in the integrated management of the Zhanjiang Bay coastal zone.Firstly,the legislative planning lags and the implementation is slow.Secondly,the department coordination is inefficient and poorly implemented.Thirdly,the population and urbanization concentrate on the coastal zone.Fourthly,resource development sometimes contradicts with protection.Finally,lack of awareness and ability to resist environmental disasters.In the sixth part,the study draws on the typical case of integrated management of the coastal area of Batangas Bay in the Philippines and Jiao Zhou Bay in China,from which to refine the experience of integrated coastal management,such as the establishment of coastal resource management agencies,multi-sectoral participation in monitoring programs,and public-private partnerships(PPP)in addressing waste disposal issues,etc.The seventh part,based on the current situation,existing problems and their causes,mentioned in the third and fourth parts of the paper,combined with the typical cases studied in the sixth part of the paper,optimization suggestions are proposed in terms of the formulation of coastal policies and regulations,institutional mechanisms,sustainable development spatial pattern,taking the advantages of science and technology and monitoring and remediation for environmental pollution.The eighth part is the conclusion of the study.It sorts out the current data of the integrated management of the Zhanjiang Bay Coastal Zone,and combines the actual conditions and economic and technological conditions of Zhanjiang Bay to optimize the management in terms of the coastal zone policies and regulations,institutional mechanisms,sustainable development spatial pattern,the role played by science and technology,and monitoring and remediation for environmental pollution,in order to encourage Zhanjiang City to carry out the integrated coastal zone management plan with Zhanjiang Bay as a pilot.
