Coastal zone which locates in the transitional zone between land and sea, is one of the most vitality and vigor regions in the earth system. In recent years, with the rapid development of coastal zone, the unreasonable exploitations of human have brought devastating pressure and great damage to the coastal ecological environment. In order to coordinate the conflict between resources and stakeholders and to promote the healthy development of coastal ecosystem, it is necessary to conduct the integrated coastal zone management(ICZM).Rizhao, which is stimulated by the Shangdong Peninsula blue economic zone, is an important port city in China. Rizhao has a rapid economic development with its resources and geographical advantages. However, due to the lack of efficient and scientific ICZM, the coastal zone ecological problems which includes the degeneration of coastal ecology, biological diversity loss and the frequently outbreak of enteromorpha, can not be effectively alleviated.Therefore, taking effective measures to comprehensively manage the coastal zone will not only have academic significance but also instructive value.Based on the concept of ICZM, remote sensing(RS) and geographical information system(GIS) technologies are used to analyze the existing problems. And the according proposal and advices are mentioned to give the technical and administrative support for the sustainable development.Temporal and spatial features of Rizhao coastal zone ecological landscape indexes are investigated by using GIS and RS. The ecological landscape indexes during 1991 to 2013 show that: the variation of landscape in Rizhao coastal zone is significant. Urbanization is speeding up and the urban areas are expanding. In the meanwhile, due to the human activities, the fragmentation degree is deepened and the heterogeneity is increasing, while the dominance is weakening at the same time. By using CA-Markov model, the land cover/land use type of 2024 is projected, the future problems emerged owing to the current develop model can be revealed.At last, the according management measures are proposed.It is found that Enteromorpha disasters occur more frequently and it has caused great harm to Rizhao coastal ecological environment since 2007, by analysis the coastal water ecological system using the remote sensing images of TM/ETM. At the same time, Enteromorpha intensity is increasing and the influence scope expandedyear by year. In recent 20 years, the suspended sediment concentration of Rizhao offshore is on the rise. According to the above phenomenon, the author puts forward the corresponding management measures of water ecosystem.Based on the coastal zone management, GIS and RS technology, we build the integrated coastal zone management system conceptual model of Rizhao. It is a comprehensive of situation assessment, information feedback, risk warning and policy formulation. The analysis subsystem uses the data of social economy and natural resources to evaluate the present situation of the coastal zone. The information feedback subsystem returns measures through the information that shared by WebGIS platform. The risk alert subsystem monitors the coastal natural disasters. They provide support for the management department to formulate contingency plans and management measures.
