Coastal Zone Comprehensive Management Based On The Perspective Of Ecological-Production-Living Space

The coastal zone is located at the interface between land and ocean systems.Its unique location makes it rich in resources,including natural resources such as fishery,minerals,new energy,and land,as well as ecological resources such as coastal wetlands and nature reserves.as well as resources such as ports,shipping and tourism,and therefore have a strong productivity and diversity of species.The coastal zone affects economic and social development and ecological environment regulation,and is also an important space for maintaining national defense security,resource security and ecological security.Due to the disorderly and disorderly development of resources in the coastal zone,it has brought enormous pressure to the coastal zone and the nearshore marine ecosystem.Problems such as resource depletion,environmental damage,and increase in natural disasters appear in coastal areas.In response to a series of contradictions and problems between the utilization and protection of land and space resources,the report of the 18 th National Congress of the CPC proposed to build an Ecological-Production-Living Space with "intensive and efficient production space,moderate living space,and beautiful ecological space",and pointed out the goals and principles of land space optimization.Land space consists of Ecological-Production-Living Space,and its essence is the mapping of social,economic and ecological processes on land space.Therefore,it is imminent to implement comprehensive management in the coastal zone.The management orientation of the coastal zone is analyzed from the perspective of Ecological-Production-Living Space.Realize the rational planning and utilization of coastal space resources,avoid disorderly development and destruction of coastal resources,and achieve sustainable development of the blue economy.This paper takes the relevant research on integrated coastal zone management and Ecological-Production-Living Space as theoretical support,the evaluation index system of Ecological-Production-Living Space in the coastal zone was constructed,starting from 14 evaluation indicators from the three levels of production,living and ecology,using the entropy method.Quantitative identification of Ecological-Production-Living Space in coastal areas by calculating weights.Through the study of the earliest and most effective city in my country’s integrated coastal zone management---Xiamen,taking it as a typical case to analyze Xiamen and it’s Based on the spatial planning and utilization and coastal management of the six districts in the coastal zone,This paper evaluates the comparative advantages of the coastal zone space in the six districts of Xiamen in the three spatial functions of ecology,living and production,and combines the actual management priorities of each district to analyze the management priorities for the coastal zone from the perspective of production,living and ecological space.Based on this,the specific analysis process and conclusions of this research are as follows:From the evaluation results of the Ecological-Production-Living Space in the coastal zone of the six districts of Xiamen,it can be concluded that in the evaluation of ecological space,Siming District is far superior to the other five districts,and has advanced ecological management experience.Xiang’an District needs to increase the coastal zone.Ecological environment improvement.In the evaluation of production space,Huli District is better than the other five districts,followed by Haicang District,Siming District and Xiang’an District,and Jimei District is the last.In the evaluation of living space,Siming District has the highest evaluation,followed by Huli District on the island,both of which have excellent results in living space management.Through the evaluation of the Ecological-Production-Living Space in the coastal zone of Xiamen’s six districts,it is concluded that the management experience of the regions with their own management advantages in the ecological,production and living space has obvious positive promotion effect,which is beneficial to other regions in the management of production,living and ecology has reference significance.Therefore,summarizing Xiamen’s advanced management experience in coastal areas,it is proposed that the premise of carrying out specific management measures in different spaces in coastal areas is organizational guarantee,legal and regulatory guarantee,financial guarantee,and infrastructure service guarantee.These five basic guarantees are from a macro perspective The direction penetrates into each specific management measure of the Ecological-Production-Living Space in the coastal zone.The specific management measures for the Ecological-Production-Living Space are: to optimize the industrial layout,promote industrial transformation and development and technological innovation in the production space to achieve high-quality development of the production space in the coastal zone;management in the ecological space From the perspective of habitat resource protection,environmental pollution control and natural ecological restoration,it is necessary to ensure the stability of the ecosystem in the coastal zone and realize the sustainable development of the coastal zone.The coastal space is managed according to the three purposes of facilities and improving people’s well-being.
