Study On Ecosystem-Approach-based Integrated Coastal Zone Management

Coastal zone joints marine system and land system, so, it is very active and has the most complex phenomenon and activity of the earth surface. Also, it has abundance resource and its environment is very preponderance. People's increasing exploration and activity in seaside and valley brings great influence on coastal zone, therefore, our lives and environment are seriously threatened and sustainable development of district is greatly influenced. Consequently, we should pay the most attention to exploration, environment protection, and scientific management of coastal zone.The Ecosystem Approach is the comprehensive integrated management of human activities, based on best available scientific knowledge about the ecosystem and its dynamics, in order to identify and take action on influences which are critical to the health of the marine ecosystems, thereby achieving sustainable use of ecosystem goods and services and maintenance of ecosystem integrity. At present, the Ecosystem Approach has become the mainstream of environment and resource management.The traditional industry-based coastal zone management can't tackle the problems of coastal zone, so 95 countries all over the world are carrying integrated coastal zone management (ICZM) on 385 districts. Although ICZM is very effective, it has several deficiency, such as the lack of scientific support and excessive emphasis of human. Countries which keep head in marine management, such as American and Australia, has advanced the Ecosystem Approach to policies. It can be seen that the function of the Ecosystem Approach is gradually recognized and it becomes more and more important to coastal management. Therefore, it is the best choice to combine the Ecosystem Approach with Integrated Coastal Zone Management.Combining ecosystem management with traditional coastal management, this paper brings forward Ecosystem-Approach-based Integrated Coastal Zone Management mode and concept, character, principle and content of the mode are detailedly introduced. In order to imply impletion of EBICM, this paper brings forward a concrete operational frame of EBICM and every part of the frame is described in detail. In addition, based on the study example of coastal marsh and coastal city-Xiamen, the above mentioned EBICM is applied practically.
