| The 2011 Summer Davos Annual Meeting of the World Economic Forum identified the theme as "focusing on the quality of growth,taking control of the economic landscape",focusing on the quality of growth and seeking sustainable development,becoming a hotly debated topic for Chi Yu attendees.General Secretary Xi Jinping pointed out at the Central Economic Work Conference held after the 18 Grand party that it is a major task for China’s economic and social development at this stage to increase the economic restructuring and improve the quality and efficiency of economic growth.The 19 th National Congress of the Communist Party of China put forward that new industrialization,informationization,urbanization and agricultural modernization need to develop synchronously,accelerate the transformation of agricultural population into urban population,and construct a new urban pattern with coordinated development of large,medium and small cities and smaller towns.China is in a critical period of social transformation,urbanization development has entered the fast lane,the traditional urbanization has not been able to adapt to the current economic and social development,the promotion of new urbanization has become inevitable.At present,the urbanization of Xinjiang is still low-level,uneven development of urbanization,but the promotion of new urbanization will drive Xinjiang’s domestic demand,investment and promote the upgrading of industrial structure,so that Xinjiang’s economic growth rate and quantity will be greatly improved,and the new urbanization advocated the people-oriented,inclusive,Sustainability and efficiency will be key to transforming the mode of economic growth and improving the quality of economic growth in Xinjiang.At present,Xinjiang is accelerating the promotion of new urbanization,but also changing the mode of economic growth and improving the quality of economic growth.The new urbanization process and the improvement of the quality of economic growth are complementary,and improving the quality of economic growth in the process of new urbanization has become the only way for Xinjiang to fully build a well-off society and realize modernization and Chinese dream.By systematically combing the research on the quality of economic growth at home and abroad,this study clarified the research context of domestic and foreign scholars on the quality of economic growth,summed up the core content of scholars ’ research results,and based on the theory of urbanization,growth pole theory and other related theories,based on the analysis of the current situation of new urbanization and economic growth in Xinjiang,adopted 2001 to 2016 statistics,to study the quality improvement of Xinjiang’s economic growth in the process of new urbanization.First of all,by analyzing the relationship between the new urbanization and the improvement of economic growth quality from five aspects,it is concluded that the core essentials of the new urbanization advocacy can enhance the quality of economic growth,and the new urbanization can also improve the quality of economic growth by stimulating domestic demand,investment and accelerating the upgrading of industrial structure.In addition,the improvement of the quality of economic growth can accelerate the process of new urbanization.Secondly,according to the similarities between the core connotation of the new urbanization and the quality of economic growth,this paper constructs a comprehensive evaluation and analysis framework of Xinjiang’s economic growth quality in the process of urbanization,which combines the present situation of economic and social development in Xinjiang,from the structure,stability,sustainability,urbanization power,people’s living standard and welfare,The cost of resources and ecological environment is six dimensions,the comprehensive evaluation Index system covering 41 basic indexes is constructed,the weight of index system is given by entropy method,and the quality of economic growth and the dimensions of economic growth in Xinjiang are evaluated from the longitudinal point of view by using Topsis method.Thirdly,from the horizontal point of view,Xinjiang is placed in the western provinces and regions,the quality of growth and the various dimensions of economic growth are evaluated,and ARC GIS software is used to cluster the economic growth quality of the 11 provinces in the west,including Xinjiang,to obtain the hierarchical division of the quality of economic growth and the various dimensions of economic growth in the western provinces.Iv.The economic growth efficiency of Xinjiang and the rest of the western provinces is measured by stochastic frontier analysis,and the quality of Xinjiang’s economic growth is explored from a deeper level.In the V,the Holt-winters non-seasonal model of exponential smoothing method is used to predict the economic growth quality of Xinjiang for 2017 to 2025 years.In the past,from the perspective of total effect and structure effect,this paper analyzes the influencing factors of the improvement of economic growth quality in Xinjiang,and analyzes the factors that affect the quality improvement of Xinjiang’s economic growth from the perspective of total quantity effect from the angle of aggregate effects.Then the grey correlation analysis method is used to analyze the influencing factors of the improvement of economic growth quality in Xinjiang from the perspective of structural effect.Finally,this paper analyzes the realistic basis of the improvement of Xinjiang’s economic growth quality in the process of new urbanization,and puts forward some concrete countermeasures and suggestions for improving the quality of economic growth in Xinjiang.Through the research of this paper,we can draw the following main conclusions:(1)In the 2001 to 2016,the quality level of economic growth in Xinjiang and the value of each dimension index of economic growth were on the rise,among which the urbanization dynamic index of economic growth increased the most,the structural index of economic growth,The price index of resources and ecological environment rose the least.In addition,before 2014,the quality of economic growth and the number of non-synchronized coefficient has been negative,indicating that the way of economic growth in Xinjiang during this period is mainly the expansion of the volume of economic growth,after 2014,the economic growth unsynchronized coefficient into integrity,It shows that at this time,Xinjiang’s economic growth mode improved and the quality improved.(2)During the 2001 to 2016,the quality level of economic growth and the six dimensional index value of economic growth in the 11 provinces and regions of the West increased or decreased significantly,the ranking changed greatly,the fluctuation trend was obvious,among which Chongqing’s economic growth quality level was the highest,and the quality level of economic growth in Yunnan was the lowest.(3)Through cluster analysis,it is found that the quality level of economic growth and the six dimensions of economic growth in western provinces and regions are significantly distributed,among which Chongqing,Shaanxi and Sichuan are in the regions with high economic growth quality grade in the western provinces and regions,and Xinjiang is the medium area of economic growth quality.(4)After measuring the economic growth efficiency of Xinjiang and the remaining western provinces and regions,it is concluded that the economic growth efficiency of Xinjiang is medium level in the western provinces and regions,while the economic growth efficiency of Chongqing is the highest,followed by Shaanxi and Sichuan,and Qinghai is the lowest.(5)By predicting the quality of economic growth in Xinjiang for 2017 to 2025 years,it is found that the value of economic growth quality index in Xinjiang has been on the rise.(6)Analyzing the factors affecting the quality of economic growth in Xinjiang from the perspective of total quantity effect,it is found that the degree of marketization and infrastructure have a significant promoting effect on the improvement of economic growth quality in Xinjiang,and the environmental regulation has a more obvious promoting effect,and the promotion of economic openness is not obvious.and human capital and foreign direct investment have little effect on the quality of economic growth.When analyzing the influencing factors from the structural effect,it is found that the level of innovation is most correlated with the improvement of the quality level of economic growth in Xinjiang,followed by the level of investment,the contribution rate of secondary industry and the level of urbanization,while the contribution rate of primary industry is the lowest. |
