Coal resources enrichment area as one of the pillars of coal energy supply in China,facing the adjustment,high quality and economic development in the developing need in accordance with the requirements of the 19 th report: must unswervingly implement the innovation,the coordination,the development of green,open,sharing ideas,the construction of modern economic system,must adhere to the quality first,the economic quality,efficiency,change change,dynamic change,solid promote the development of economy,high quality,to focus on promote transformation and upgrading of the industrial structure,the real economy do optimal real and stronger.At the same time,the areas rich in coal resources are also facing the challenges of green economic development and ecological civilization construction.Area due to the development of coal resources,the environment pollution,especially high strength haze pollution increasing,the mining area water environment pollution is serious,the region relatively fragile ecological environment,how to do a good job in economic development,social progress,development and utilization of resources,coordination between the environmental protection is promoting coal resources enrichment area green development needs to solve the problem.The ultimate purpose of economic growth is to benefit people's livelihood.The connotation of green development in coal resource-rich areas should include economic,social,environmental and resource development.In the process of the development of coal resource-rich areas,social problems such as income distribution,social welfare and public facilities,as well as resource and environmental problems such as environmental protection and orderly development of resources should be addressed.There is no way to improve these problems simply by relying on the market regulation mechanism,or the market failure will cause irreversible damage to the local ecological environment and resource reserves.Therefore,it is necessary for the government to participate in establishing a long-term operation mechanism of resource exploitation and a compensation method for historical arrears,so as to promote the income brought by mineral resources exploitation to be distributed more fairly and truly used for the benefit of human development.Is by building a scientific and reasonable system,the society,economy,coordinated development between environment and resource subsystem,and as a goal,by looking for the relationship between the internal elements of each subsystem,to explore potential regularity between subsystems,through positive promote each other to realize the coal resources enrichment area of the green development.In order to enrich the research of the development of the coal resource green and objective to make improvement,this paper respectively from the mechanism of the coal resources enrichment area green development is analyzed,combining with the actual situation and the related research foundation to build the evaluation index system of coal resources enrichment area green development,and through the entropy weight assignment method and TOPSIS model to build the green development level comprehensive evaluation model and coupling coordination degree model.Then,the support vector machine model optimized by the gravity algorithm is used to predict the green development trend of the region.Finally,the system dynamics model of green development is constructed to optimize the green development model of the region,so as to find the green development path that conforms to the coal resource-rich regions and construct the corresponding green development mechanism.The research contents of this paper mainly include the following aspects:(1)research status and literature review at home and abroad;(2)construction of evaluation index system for green development in coal resource-rich areas;(3)green development evaluation model based on entropy value weighting and TOPSIS model;(4)prediction of green development in coal resource-rich areas based on gsa-svr model;(5)construct 3E+S system dynamics model for coal resource-rich areas to optimize the regional green development model;(6)green development mechanism and path design in coal resource-rich areas;(7)conclusions and prospects.The main work and research results are as follows:(1)Outlines the theory basis for the development of green coal resources enrichment area,comprehensive analysis of the relevant contents and methods of the evaluation index system both at home and abroad,through statistical research literature,from the evaluation methods and indicators involved area and study area is analyzed the change of coal resources enrichment area green development research and development,and related theory application scope is analyzed.(2)this paper analyzes in detail the structure of green development system and the actual situation of research objectives in coal resource-rich areas in China,and builds a general index system for comprehensive evaluation of green development level in coal resource-rich areas based on the research results of relevant scholars.(3)in the coal resources enrichment area green development evaluation index system on the basis of general according to the goals and contents of evaluation,adopt the combination of cluster analysis and nonparametric test method,further inspection by the principal component analysis,the comprehensive evaluation index system of ordos area the green development of science,the ordos region green development index system by the initial evaluation index system of 54 down to 26.An improved entropy weight assignment method is used to determine the weight of the evaluation index,and then an evaluation model of the coupling coordination degree of each subsystem in the coal resource-rich areas is constructed on the basis of the evaluation results of the green development level of each subsystem.Finally,taking ordos region as an example,this paper makes an empirical study,determines the green development level of each subsystem,and obtains the coupling coordination degree of social,economic,ecological environment and resource subsystems in ordos region by using the coupling coordination degree evaluation model,which provides a basis for the future development of this region.(4)based on the analysis of the principle of support vector regression machine and the gravity optimization algorithm,the gsa-svr model was constructed for green development prediction by using the gravity algorithm to optimize the parameters of support vector machine.According to the four subsystems and 26 secondary indexes of the evaluation index system of green development level in the coal resource-rich areas constructed in this paper,they are used as input variables of the model.At the same time,the verified gsa-svr prediction model was used to predict the green development evaluation level of each subsystem in the next five years in ordos region,and the coupling coordination degree of each subsystem in the next five years in ordos region was calculated by the coupling coordination degree model,and the future development trend of the target region was obtained.(5)using system dynamics method to design the social,economic,ecological environment and resources of the four subsystems of enrichment of coal resource green development in 3 e + S system dynamics model,through in-depth study of the interaction relationship between the variables,build the enrichment regions of coal resources of causality diagram,flow chart and a series of SD model,with the help of linear and nonlinear regression method,the trend prediction method and numerical value method to determine the function equation of the system.Through the test of the model,it is proved that the model can well reflect the development of each subsystem in ordos area.Adjusted and relevant variables,set up,including the existing development mode,five different policy model,simulation of various scenarios mode development trend of ordos region,and is suitable for the developing mode of ordos region,implement regional society,economy,environment and resource subsystem coupling between coordination,provide the basis for regional green exhibition.(6)based on the research results of systematic analysis of coal resource enrichment areas,assessment of green development level,trend prediction and optimization simulation,the green development path of coal resource enrichment was analyzed and put forward.It is required to develop a green circular economy development path based on reasonable control of resource output.Specific measures include the establishment of circular economy eco-industrial parks and the reconstruction and optimization of industrial chain.According to the city type,the yield strategy of coal resource-rich area is given.According to the specific output strategy,it is required to develop specific measures such as green manufacturing and industrial transformation,which mainly include accelerating the improvement of compensation mechanism for resource development and cleaner production,and developing alternative industries and supporting alternative industries.Finally,the paper analyzes the system and countermeasures to promote the green transformation of coal resource-rich areas,and proposes to focus on the construction of green industry system,environmental protection and ecological restoration system.
