Study On Agricultural Green Production Efficiency And Its Influencing Factors In The Yangtze River Economic Zone

The report of the 19 th National Congress pointed out that "constructing ecological civilization is the millennium plan of the sustainable development of the Chinese nation",as the foundation of the national economy,agriculture is the industry most closely related to the ecosystem and an important area for the construction of ecological civilization.Great achievements have been made in China's agricultural development since the reform and opening up.However,the extensive mode of production,which relies on increasing input of chemical fertilizers,pesticides,plastic film and other agricultural chemicals to increase output,has made the constraints of agricultural production resources tighter and the serious environmental pollution more and more prominent.It not only poses new challenges to the construction of ecological civilization,but also restricts the sustainable development of agriculture.Therefore,we must pay attention to the effective transformation of agricultural production methods and achieve green development of agriculture.Agricultural green production efficiency is an important index to measure the green development of agriculture,Studying the green production efficiency of agriculture is conducive to a comprehensive understanding of the current situation and existing problems of the green development of agriculture,to provide the basis for formulating the strategic policy of the green development of agriculture,and to realize the sustainable development of agriculture,and to promote the construction of ecological civilization in China.The Yangtze River Economic Zone traverses China's eastern,central and western economic zones,covering Shanghai,Chongqing,Jiangsu,Zhejiang and other nine provinces and two cities.It is the vitality of China's economic development.The Yangtze River Economic Zone runs through the three major economic zones of China,covering Shanghai,Chongqing,Jiangsu,Zhejiang and other nine provinces and two cities.It is the vitality of China's economic development.At the same time,it occupies an important strategic position in China's agricultural development pattern as the main grain production area.As China's attention to the Yangtze River Economic Zone continues to increase,the Yangtze River Economic Zone is positioned as the first demonstration zone for China's ecological civilization construction,studying the agricultural green production efficiency and its influencing factors in the Yangtze River Economic Zone,It is of great significance to speed up the green development of agriculture in the Yangtze River Economic Zone,promote the construction of ecological civilization,and achieve high-quality economic development.In view of this,based on the analysis of the current situation of agricultural production in the Yangtze River Economic Zone,through the literature review,the index system of agricultural green production efficiency in the Yangtze River Economic Zone was constructed,using the undesired super-efficient SBM model to measure the agricultural green production efficiency of the Yangtze River Economic Zone from 2002 to 2016,and carried out efficiency decomposition and invalid source analysis.Finally,the Tobit panel model was used to analyze the impact of natural disasters,financial support,agricultural science and technology input,farmland water conservancy facilities,agricultural mechanization level,and rural human capital on the agricultural green production efficiency of the Yangtze River Economic Zone.Concluded as follow:(1)During the period of 2002-2016,although the agricultural green production efficiency,pure technical efficiency and scale efficiency of the Yangtze River Economic Zone have been significantly improved,there is still a certain gap from the frontier of efficiency,and further improvement is needed.Specifically,the agricultural green production efficiency and pure technical efficiency of 11 provinces and cities showed obvious “two-level differentiation” phenomenon,and the scale efficiency did not reach the relatively effective frontier of scale efficiency.Therefore,it is necessary to strengthen agricultural production technology innovation and technology promotion in various provinces and cities,as well as to strengthen agricultural technology cooperation and exchanges between provinces and cities.At the same time,it pays attention to optimizing the structure of input factors for agricultural green production,and promotes the progress of all provinces and cities to achieve further improvement of overall efficiency and promote the efficiency of agricultural green production in the Yangtze River Economic Zone.(2)During the period of 2002-2016,the provinces and cities of the Yangtze River Economic Zone have varying degrees of redundancy in terms of input factors and undesired outputs,and some provinces and cities still have different levels of output shortages.Explain that excessive input of production materials and excessive environmental pollution discharge in agricultural production are the main sources of agricultural green production efficiency,and the pollution of agricultural ecological environment has begun to counteract the green production of agriculture,affecting the output of agricultural green production.Therefore,in the process of agricultural production,it is important to make reasonable inputs to agricultural production factors,and it is necessary to pay attention to the treatment of pollution discharge in agricultural production and optimize the ecological environment of agricultural production.At the same time,the main sources of agricultural green production inefficiency in different provinces and cities in the Yangtze River Economic Zone are different.All provinces and cities should fully optimize the structure of agricultural production input factors and improve the efficiency of agricultural green production according to their actual conditions.(3)Through the research on the factors affecting the agricultural green production efficiency of the Yangtze River Economic Zone,it is found that the financial support for agriculture,agricultural science and technology investment,mechanization level and rural human capital can promote the improvement of agricultural green production efficiency in the Yangtze River Economic Zone,among them,the financial support for agriculture needs to be further increased,and the financial structure of financial support for agriculture is optimized.The level of natural disasters and farmland water conservancy facilities has a negative impact on the agricultural green production efficiency of the Yangtze River Economic Zone.Therefore,it is necessary to effectively prevent the impact of natural disasters on the green production efficiency of agriculture,and pay attention to the research and development and promotion of water-saving technologies,improve the management level of farmland irrigation facilities,reduce the negative impact of farmland water conservancy facilities on agricultural green production efficiency,and play the farmland water conservancy.The positive impact of facilities on the efficiency of agricultural green production.Based on the above conclusions,from the aspects of optimizing the structure of agricultural input factors,improving the agricultural manpower level,improving the agricultural green science and technology promotion system,and optimizing financial support,the countermeasures and suggestions for improving the economic production efficiency of the Yangtze River economy and agriculture are proposed.
