Study On The Integration Of Marine Administration Regime In China

Presently,marine industry is one of core supporting economies in China.Up until 2016,gross production value of marine industry in China amounts to 7.0507 trillion RMB,which accounts for 9.5%of Gross Domestic Product(GDP).Marine industry has become an integral part of China's national economy.Reports of the nineteenth National Congress of the Communist Party of China includes 'Policy to Strengthen Marine Industry',which shows the importance attached to marine industry in the future development of China.It is time to enhance marine industry,while the traditional marine administration system harbors so many drawbacks:low efficiency,repetition of construction,decentralization of management and vagueness of functions,which does not effectively realize the scientific development and management of marine industry.Hence,the reform of traditional marine administration regime is imperative and it will become a tough focus for present and future work of government for a long time.To fulfill the aim of 'safeguarding marine rights and constructing marine power',marine administration department of China needs to fully understand the present development of marine industry,based on these,to build high level management talents team,construct effective and coordinated management system and enhance the scientific nature and effectiveness of marine management.The dissertation analyzes the prominent problems in marine administration system,which includes laws and regulations,capacity building,coordination and interests sharing between law enforcement departments,and aspects regarding supporting and safeguarding marine administration,and further expounds on the necessity and urgency of reforming the marine administration system.With regard to the prominent issues,combining the trend of super ministry system reform and the special characteristics of the marine administration system,this study summarizes the objectives and principles of the reform of marine administration system in China and proposes concrete suggestions and considerations regarding improving the legal system of marine administration,establishing unified marine enforcement standards,constructing comprehensive management system with China's characteristics,and thus promoting the reform of marine administration system and enhancing the science nature and effectiveness of marine administration in China.
