The Research On Natral Resources Inspector In The Background Of Super-ministry System

In 2018,China launched a new round of super-ministerial reform,which established the Ministry of Natural Resources on the basis of the former Ministry of Land and Resources,and the former National Land Inspector was transformed into a National Natural Resources Inspector.The establishment of the Ministry of Natural Resources marks the gradual transformation of its functions from single land management to natural resources management.Compared with the original National Land Inspector,the National Natural Resources Inspectorate established under the background of the super-ministry system has more expanded functions and more diverse tasks.Its establishment has both a sufficient theoretical foundation and a certain practical need.The former State Land Inspector has gone through more than ten years of development from scratch and from small to large.The former National Land Inspector has played an important role that cannot be ignored in the implementation of the strictest cultivated land protection system,the improvement of macro-control,the order of the land management market,and the maintenance of farmers' legitimate rights and interests.From the point of view of the characteristics of the inspector itself,the National Natural Resources Inspector after the transformation is an institutional innovation and an institutional arrangement for the establishment of an administrative supervision system with Chinese characteristics.The existing mechanism and system not only provides favorable conditions,but also has certain limiting factors.How to inherit and carry forward the fine tradition of land supervision has become a brand-new topic,which is also the research significance of this paper.This paper adopts the research methods of qualitative analysis,literature research and comparative research,based on the analysis of the relevant research results at home and abroad,and takes the basis of the establishment of the National Natural Resources Supervision as the starting point.First of all,it studies the transformation direction of the National Natural Resources Inspector under the background of the super-ministry system.Secondly,through the analysis of the results of the establishment of the National Natural Resources Supervision Institution and the results of supervision practice in the first year,the problems faced by the National Natural Resources Supervision are emphasized from the aspects of system construction and working system,and the causes of the problems are summarized from the system supply,personnel security,and working mechanism.Finally,in view of the current problems,this paper puts forward corresponding work suggestions from three aspects of strengthening the legal construction of supervision,perfecting the supervision work system and strengthening the business construction and personnel construction,so as to provide some reference for the development of National Natural Resources Inspector.
