In the twenty-first century, with the reducing of the reserve of various availablenatural resources on land and advancing of technologies, mankind gradually increasethe exploration of marine resources. The South China Sea, as a major marginal sea inour country, not only has rich fishery resources, but also contains abundant naturalresources. The rational development and utilization of resources in the South ChinaSea, will promote the rapid development of the economy of our country. However, thecomplexity of marine environment makes the development and utilization ofresources facing many challenges. To promote the development and usage of theSouth China Sea, the ministry sets up a series of major projects to carry outmonitoring and research, and obtains a large number of observations and researchresults. How to manage and use these data efficiently, and provide informationservices and forecasting services is the main purpose of this paper.This thesis based on the research achievements and development trends ofdomestic and international marine geographic information system, considering thecharacteristics of data and the requirements of users, combined with databasetechnology, GIS technology and visualization techniques, using the developinginformation integration technique, designs the information service system in the SouthChina Sea, which integrates the data management and query, data processing andanalysis, and data visualization functions. Using Java language, the function modulesare implemented based on World Wind.Firstly, according to system requirements, a local World Wind map server is setup, and custom maps are added and configured, which provides basic geography datafor the system.Secondly, combining the characteristics of history data, measured data and model data, based on Oracle database and Hibernate framework, this paper designs anddevelops the dynamic environment database in South China Sea, realizes the efficientdata storage, management and query modules.Thirdly, according to user requirements, this thesis designs the function andstructure of data analysis module, and realizes part of the functions, such as statisticalanalysis, time series analysis and temperature-salinity diagram and so on.Finally, combined with multi-source data visualization integration technique, themarine model data visualization function is realized based on World Wind. First, thereading of marine model data in this system is realized using the Unisata’s NetCDFstandard library. Then, based on the classes and interfaces included by World Wind,this paper designs and develops the class and generation algorithm of raster graphicprimitives, vector arrows and contour lines. And the high effective, diversified andprofessional visualization of marine model data is realized in the form of rastergraphics, vector arrow graphics and multi-overplay graphics based on the3D terrainand so on.The marine information service system in South China Sea, which is developedin this paper, is an integration of the hydrographic historical data, measured data andmodel data, and has abundant functions, such as data pre-processing, data storage,data management, data query, data analysis and data visualization and so on. It is ableto provide accurate information services for fishery, resource exploration, economicdevelopment and scientific research in South China Sea. The system is in trialoperation at present, and the results show that the system is efficient and stable, andthe realized functions have been achieved the desired objectives and met therequirements of practical application.
