The Establishment And Implementation Of The (state) Level Land And Resources Management Information System

The state land and resource management information system (SLRMIS)is the key part of the "digital land" project, which has manytechnologic and theoretic problems to be researched. The SLRMIS whilebe widely used in China in the near future. With the development andprogress of computer technology, GIS technology and other relatedtechnologies, the technologic routes, methods' and structures of landand resource management information system is becoming more and moremature. The processes of land and resource administration will be moreinformation, scientific, standardization and open based on the LRMISs.The land and resource management includes land administration, mineraladministration and compositive office work, which are related to thecomplicated and multiple routes. To guarantee the social-economicsustainable development, we must use the land and mineral resource inan scientific way. The information technology can provide modern toolsfor the land and resource managements. By use of LRMIS, the governmentand public can manage, plan and use land and mineral resources in aprecise, positional visual and effective style. LRMIS will alsoprovides many basic information, which will help the government andpublic to make scientific and reasonable decisions. Meanwhile SLRMISsare the windows for the departments of land and resource administrationto provide the formation services to the publics, which will make theprocess of the land and resource management more justice, open.According to the characters of the land and resource management, the LRMIS are divided to four grades, that are central government grade, province grade, state grade and county grade. The SLRMIS state grade plays very important role in the land and resource information system development in the all four grades. The SLRMIS is a bridge between the provincial and county grades of LRMISs. The SLRMIS should providefundamental land and resource information, which include spatial data, statistics data and project data, to the provincial SLRMIS. To the county level of the LRMIS, the SLRMIS should provide the following services: the data collection, management and use of land and resource; the information services of land and resource administration; the technologic direction, check and accept of county grade LRMIS; the monitor of the execution of data standard and supplement. So there are many technologic problems related to theestablishment of SLRMISs to be researched and resolved, such as the contents, technologic requirement, software development.This paper firstly analyzes the possibility, necessary of the development of the SLRMIS in terms of the strategies and the general technologic design plan that are drafted by the China Land and Resource Ministry. The paper provide the technologic route of the establishment of SLRMIS. The structures of the databases, the data management, data collection, the software development, networks, data standards, and many other problems are discussed in the paper. Meanwhile the 3S, the integration of GIS and OA, the store of great quantity of spatial data and some other key technologies are outlined in the paper.
