Based on reviewing the research developments of domestic and overseas Marine cadastral administration, this paper further discussed several related issues, including the concept of Marine cadastral, the content and spatial scope of Marine cadastral administration, the measurement and processing regulations of Marine cadastral data. This research also put forward the important role of remote sensing data in Marine cadastral administration as well as discussed the possibility of using domestic satellite imagery to support the marine cadastral spatial system.The management spatial data, especially huge mass of raster data, is always the research focus of GIS study. Through analyzing the features of marine cadastral data, this paper researched its organization and coding, including different data types: vector and raster. The vector data mainly contains the marine infrastructure data, marine functional zoning data and marine cadastral data. These data is organized hierarchically based on describing different details under different scales. The coding rules of vector data are according to the related state standards. For raster data, because of the huge volume and complex structure of satellite images, this research built remote sensing database through constructing image pyramid to organize the data effectively. The process of constructing image pyramid consisted data preprocessing, data cutting and compressing. Meanwhile, a composite block model was carried out for the special form of the coastal zone in our country. According to this paper, an improved Morton code-"CMorton code" was developed for the model. The results showed that the improved CMorton code could organize and store the marine cadastral images effectively, which decreased the data redundancy and improved the partitioning efficient.We used ArcSDE and relational database to build a vector-and-raster mixed marine cadastral database, which can give full play of both advantages. This database provided efficient technical support for Marine cadastral administration, and realized a quick and seamless look from full view to details, whole to parts and low to high resolution. It also provided an efficient technique support for marine cadastral administration.In order to manage the marine cadaster data rationally, the ArcSDE combined with relational database was used to build a vector-and-raster mixed marine cadastral database. This database can provide efficient technical support for Marine cadastral administration. It gave full play to the advantages of both vector and raster data, and realized a quick and seamless look of data, from full view to details, whole to parts and low to high resolution.This paper also studied method to update the image pyramid, discussed the superiority of updating the image pyramid partially and described in detail about the updating mode and technological processes.
