The use of urban reclaimed water resources can ease the pressure of water shortages,significantly improve the urban environment,and have significant social and ecological benefits.However,the reclaimed water market has failed and project has hindered,due to the externality,public welfare,and monopolistic nature of the reclaimed water project;therefore,the government must establish an active and effective compensation mechanism to guide the market mechanism.Firstly,the article summarized the utilization mode and reuse approach of China's urban reclaimed water,and identified the existing problems in the reclaimed water,and established an external value measurement model suitable for urban reclaimed water based on the environmental value measurement method;and prove the external value of urban reclaimed water resources projects does exist through empirical evidence,and it also provides a theoretical basis for the determination of compensation intensity.Secondly,analyzes the interactive relationship between the external value of reclaimed water resources and the compensation mechanism;combination with the dynamic game of multiple parties,the government is determined as the compensation subject,the reclaimed water developer,user,and investment and financing institution are the compensation objects;then use the principal-agent theory to build the optimal compensation model,study the optimal compensation mode under the information symmetry and asymmetry respectively,and determine the corresponding compensation intensity based on the external value;find out the four main factors affecting the optimal compensation model:external value transformation coefficient ?,cost effort coefficient b,the degree of risk aversion ? and external uncertainty ?~2.Proposes compensation methods for different objects,then completing the comprehensive design of the compensation mechanism based on compensation factors,and taking the city of Beijing and other four cities with high recycling water utilization as an example to verified the rationality of the optimal compensation model.Finally,from the aspects of urban reclaimed water resources production,consumption links and the basic supporting policies,proposed the countermeasures and suggestions for the development of urban reclaimed water based on the analysis of compensation mechanism and the four factors.The research results of this paper have certain reference significance for the use of external value measurement of urban renewable water resources and the government to establish a scientific and reasonable compensation mechanism.
