Recycled water reuse can improve the efficiency of water resources utilization and reduce pollution.The precondition of investment in reclaimed water projects is to carry out national economic evaluation.In the national economic evaluation,the external benefits of reclaimed water projects exist more in people's subjective feelings,and become the focus and difficulty of calculation.Therefore,it is of great significance to measure and analyze the external benefits of reclaimed water projects and their formation mechanism for the promulgation of relevant management policies and the promotion and use of reclaimed water projects.Based on the theory of planned behavior and risk-benefit model,this paper constructs a model of residents' payment behavior for external benefits of reclaimed water projects.Based on the relevant theories of environmental economics,this paper investigates the residents' willingness to pay and willingness to pay in Xi'an through conditional value method.Then,through Heckman's two-stage selection model and willingness to pay model,the influencing factors of residents' willingness to pay for external benefits of reclaimed water projects and willingness to pay are analyzed,and the amount of residents' willingness to pay is obtained.According to the regression results of Heckman model,the prob > chi2 value of the model is 0.0004,and the integrated model is reasonable and effective.The results show that(1)After eliminating sample selection errors,the willingness to pay of urban residents in Xi'an is 141.14 yuan per year,and the external benefit of reclaimed water project in Xi'an is 806 million yuan per year.(2)According to the first stage of Heckman model,social characteristics(gender,age,education level),perceived income variables(which can improve living environment,improve water resources utilization rate,ensure drinking water safety,enable future generations to have equal access to water resources),perceived risk variables(recycled water reuse will affect the health of your family),subjective normative variables(energy)People who influence you(teachers,classmates,leaders,colleagues)support to pay a certain fee,perceptual behavior control variables(I have the economic ability to pay for the external benefits of recycled water projects,and my payment for recycled water projects will improve the current water shortage and environmental pollution)will significantly affect residents' payment intention.(3)According to the second stage of Heckman model,social characteristics(gender,age,education level,monthly income),perceived income variables(improving living environment,improving water use efficiency,sustainable supply of safe water resources,maintaining leisure and entertainment functions),perceived risk variables(affecting family health,the government has control over project costs,and the government will make full use of expenses)In project construction,perceived behavior control variables(I can decide whether to pay for external benefits of reclaimed water projects,and I pay for reclaimed water projects will improve the current situation of water shortage and environmental pollution)significantly affect residents' willingness to pay.
