Under The Restriction Of Resources And Environment Carrying Capacity Xiajiang County Land Use Planning Implementation Evaluation Research

Land is the carrier of social economic development and urban development and construction.It is also an important basis for protecting cultivated land resources,ensuring food security and protecting regional ecological environment.Resources and environment carrying capacity is to reflect regional resources and environment of social and economic development to bear ability the important standard,therefore,within the scope of the resource environmental bearing capacity effective overall utilization of land resources planning is to protect the regional ecological environment,the important way of improving the efficiency of land use.In recent years,our country social economy faces a profound reform and change,urbanization,industrialization,speed up agricultural informatization,the cause of social and economic development,also increasingly prominent contradiction between supply and demand of land,and the grim situation of arable land and basic farmland protection,the urban and rural land use structure and layout is yet to be optimized,still need to enhance its capability of economical and intensive land use,still need to increase the strength of ecological environment construction,land management mechanism to be innovative.Under the condition of accelerated urbanization formed in our country,the people,the coordinated development between land and environment become the main subject,and how to within the resource environmental bearing capacity,effective land use overall plan is particularly important.In this paper,on the basis of summarizing the related theory and achievements at home and abroad,combined with the land use status quo of Xiajiang county and regional characteristic,USES the TOPSIS mathematical model of the construction of resource environmental bearing capacity evaluation index system,evaluation Xiajiang county each villages and towns of resource environmental bearing capacity.After the general land use planning implementation evaluation content and related theoretical research results of the evaluation index system of system analysis,considering the actual data and information on the evaluation of the availability of using the Delphi method and analytic hierarchy process method is a combination of weights,build Xiajiang county general land use planning implementation evaluation index system,still using TOPSIS mathematical model on Xiajiang county land use planning implementation evaluation.Finally will Xiajiang county resources environmental bearing capacity evaluation results and the organic combination of general land use planning implementation evaluation results,through the coupling coordination evaluation,analysis of various villages and towns coupling coordination level.The maximum coupling coupling degree is 0.5686 in Jinping Ethnic Township,the minimum is 0.3521 in Luotian Town,the difference is 0.2165,and the difference is large;according to X(Resource and Environmental Bearing Capacity Index)and Y(Implementation Evaluation Index of Land Use Master Plan)Relationship,it is concluded that Xiajiang county can be divided into three types,namely high coordination of resources and environment lag,moderate coordination of resources and environment lag and moderate coordinate the hysteresis model of general land use planning.And all the villages and towns based on the actual situation put forward the corresponding countermeasures:(1)the resource environmental bearing capacity as the core,reasonable layout of various types of land use and planning projects;(2)on the results of the evaluation of general land use planning guidance,optimize the structure and layout of construction land to raise the effectiveness of the planning and implementation;(3)resource environmental bearing capacity and general land use planning implementation coordination degree for reference,strengthen the supervision of future planning in the process of implementing and achieve regional harmonious development;(4)the transformation of the mode of economic growth development,sets up the concept of green economy,implement the strategy of rejuvenating the country.
