The Study Of Chinese Science And Technology Evaluation System In The New Century

Scientific and technological evaluation is an indispensable part of the scientific and technological research activities in the world,and the evaluation of science and technology is also a measure of fairness and justice to the members or organizations of the scientific community.The scientific and technological evaluation itself needs not only the complete and systematic theoretical content,but also the participation of members or organizations of the scientific community.The most important point is that experts in scientific and technological evaluation shall hold justice and righteous towards all affairs concerned to science and technology.In the new century,China's current adopted scientific and technological evaluation system has made brilliant achievements in many aspects.On one hand,It not only has promoted the development of China's scientific and technological cause,but also has played an important role in the enhancement of China's comprehensive strength to a great extent.On the other hand,there are still existing some extensive and serious problems in China's scientific and technological evaluation system in the new century,which has a deep influence on the cause development of China's science and technology and shall be corrected and reformed.The thesis has carried our studies on the evaluation system of China's science and technology in the new century from five aspects.The first chapter is introduction,which includes thesis background and significance,revision of current research status related to this thesis,research methods and basic thoughts of this article.The second chapter is the theoretical analysis,which includes the basic concepts of scientific and technological evaluation statement and exploration and analysis on the scientific and technological evaluation works of the United States,Germany and Japan.The third chapter is the analysis of the current situation,which depicts the analysis on the national key laboratories and university academic evaluation in our country from the peer review and scientific metro logy method used by the scientific and technological evaluation work in China.The fourth chapter is the problem analysis,which includes analysis on the disequilibrium of scientific research input and output,the adoption of evaluation method of scientific and technological activities,the dissatisfied scientific research results,the non-standard operation of academic papers and other problems of scientific and technological evaluation.The fifth chapter is the path selection analysis in which the author tries to take the actual situation of the current Chinese scientific and technological evaluation work for raising that we should adhere to the correct view of value selection and proper problem solving solutions.
