The Analysis On Peer Review System Of Scientific Evaluation

With the rapid development of science and technology, and how to improve the contribution rate of scientific research activities for scientific evaluation at home and abroad, caused the people of the universal attention and concern. In scientific evaluation system, peer review is considered to be the scientific community about scientific research project evaluation and assessment of achievements in scientific research methods, and is a basic science fund project review process scientific and democratic one of the most important parts. Due to the influence of the subjective and objective factors, peer review system still has many insufficient. Therefore, the scientific evaluation of the peer review system is analyzed has important theoretical and realistic significance.By reviewing the traditional philosophy of science in the sociology of science and scientific evaluation theory, this paper summarizes the scientific evaluation of the subject, object and evaluation standard, the main body of the papers provide the support in theory. In this paper the historical origin of peer review and definition of the foundation, on the peer review system function and limitations, and analysis from scientific evaluation mechanism of the subject, object and the three dimensions peer review put forward the problems existing in the system and the corresponding solution countermeasures.
