Science and technology evaluation is of great significance to the development of human science,so it is very necessary to improve the science and technology evaluation mechanism.As a means of scientific and technological evaluation,peer review has certain value for its in-depth research.Peer review has a history of hundreds of years in 1416.Since its birth,it has been widely used in the field of science and technology evaluation,such as scientific research project approval,dissertation evaluation,professional title evaluation,academic papers published,etc.Its importance is self-evident.After continuous development,the peer review mechanism itself has changed greatly,and both the evaluation process and the evaluation process are constantly improving.However,with the development of the society,people’s requirements for the peer review mechanism are also getting higher and higher.However,there are also many problems to be addressed in peer review.Consensus and non-consensus is a typical problem.They are widely found in all fields,in all industries,and in our lives.The study of this problem is of certain value for the improvement of peer review in China,and it is meaningful and necessary for the reform of science and technology evaluation mechanism.However,it is found that the current academic research on consensus and non-consensus in peer review is not deep enough and systematic enough.In view of the above problems,the author will,on the basis of the empirical investigation,the author will start from the structure,perspective and content to improve the research on consensus and non-consensus in peer review.First,the consensus and non-consensus issues in peer review were systematically and comprehensively combed and studied.In addition,the research process follows a certain logical order,from the overview of consensus and non-consensus,to the analysis of its causes,to the analysis of its results,and finally put forward some methods to reach a consensus.Secondly,based on a new research perspective,the reasons for consensus and non-consensus in peer review are analyzed,covering four perspectives: evaluation process,evaluation experts,evaluation objects and evaluation results.Some ethics reflections are also added.Finally,a new method of reaching consensus is put forward from the perspective of evaluation process,evaluation experts,evaluation objects and evaluation results.For example,optimize the evaluation process,improve the supervision system,improve the reward and punishment system,reform the selection method of experts,rationally allocate educational resources,improve the social atmosphere,reduce the worship of academic authority,formulate a scientific defense and appeal system,etc. |
