The Research On The Influence Of Environmental Regulation On Total Factor Productivity In Shanxi Province

Since the reform and opening up,Shanxi,a resource-based province,has achieved rapidly economic growth.However,this type of typical low-efficiency and extensive economic growth model that is formed by over-reliance on the input of coal resources has led to an increasingly serious problem of environmental pollution in Shanxi.As China's economic development going slowly,structural adjustments and supply-side reforms deepened,Shanxi's economy was plunged into winter as coal prices fell and new energy alternatives emerged.Today,how to protect the environment,which allows the resource-based province of Shanxi to overcome the plight of the economic downturn,has become a major issue to be faced in the transition in the future.It has also become a central issue that the government needs to consider when formulating environmental regulation policies.As a means of protecting the environment,environmental regulation can ease the environmental disruption brought about by economic development to a certain extent.However,how does the impact of environmental regulation on economic development hinder or promote economic development? Is it possible to achieve "win-win" environmental protection and economic growth under certain conditions? This question is focus of this paper to solve.Based on the influence of environmental regulation on total factor productivity,this paper analyzes the effect mechanism of environmental regulation on total factor productivity by defining the concept of environmental regulation and total factor productivity,which provides theoretical basis for the empirical analysis in this article.Next,we use principal component analysis to measure the comprehensive development level of environmental regulation in Shanxi Province from 2004 to 2015,and make a comparative analysis;Meanwhile,we use DEA-Malmquist index method to calculate the total factor productivity of Shanxi Province and the whole country,and make comparative analysis.Then,based on the measured environmental regulation and total factor productivity data in Shanxi,an econometric model is built to empirically analyze the impact of environmental regulation on total factor productivity.The conclusions of this paper are as follows: First,the comprehensive development level of environmental regulation in Shanxi Province has shown an upward trend,but the development levels of different cities vary greatly;Second,the total factor productivity of Shanxi Province experienced a trend of first increase and then decrease,and the overall trend there is a slight decline,of which the decline in technological progress is the primary factor,while the impact of technological efficiency is not obvious;Third,the impact of environmental regulation in Shanxi Province on total factor productivity presents a nonlinear U-shaped relationship,and due to irrational industrial structure,lags in the impact,lack of financial support,etc.,Shanxi Province,except for Changzhi,Jinzhong and Shuozhou in other places,most areas are still near the turning point or before the turning point.Finally,based on the above research conclusions and reasons,this paper puts forward some pertinent countermeasures and suggestions from the aspects of improving and implementing the differential environmental regulation intensity,strengthening the technological innovation,promoting the application of green technology,optimizing the capital structure of the industry,and making the appropriate investment policy,which provide practical reference value for the formulation of environmental regulation policy and economic development in Shanxi Province.The innovative performance of the thesis consists of the following three aspects: From the perspective of overall economic growth,the paper studies the impact of environmental regulation on total factor productivity in Shanxi;theoretically analyzes the mechanism of environmental regulation on total factor productivity;and uses method of principal component analysis.Comprehensively measures and compares the intensity of environmental regulation in various cities in Shanxi Province.On the one hand,the analysis of the thesis provides theoretical guidance for the sustainable development of green in Shanxi.On the other hand,it has practical significance for Shanxi to formulate a reasonable environmental regulation policy.
