The report of the 19th National Congress of the Communist Party of China made it clear that China's economy has shifted from a stage of high-speed growth to a stage of high-quality economic development.Under the guidance of the new goal-"to build a powerful,prosperous,democratic,civilized,harmonious and beautiful modern socialist country",especially regarding the realization of the goal of"beauty",environmental issues are becoming more and more important.Shandong,as a province with a large economy and population in China,has also responded positively to the call of the country and made efforts to build itself into a major development province with a win-win situation of economic development and environmental protection.However,in the face of already more serious environmental problems,pollution control and ecological environment protection must be an important premise and development breakthrough point to achieve sustainable development.Then,what will be the impact of a series of environmental regulation policies on high-quality economic growth?Will it promote green total factor productivity?In order to answer these questions,this paper uses the panel data of 17 prefecture-level cities in Shandong Province from 2007 to 2017 to measure the intensity of environmental regulations and green total factor productivity in each city,and explore the impact mechanism between the two.And then provide valuable reference opinions in Shandong Province to further transform the structure of industrial enterprises,promote economic development,and formulate relevant environmental protection policies.This paper mainly takes Shandong province as the research object to explore whether and how the intensity of environmental regulation affects green total factor productivity in Shandong Province.First of all,the relevant literature was sorted out in order to make a more scientific exploration on the basis of grasping the concepts and the relationship between environmental regulation and green total factor productivity.Secondly,collect relevant industrial data of various prefecture-level cities,and briefly analyze the environment and industrial development of various cities in Shandong province.And on this basis,it selects the industrial"three wastes"(that is,the industrial wastewater,industrial2 emissions(powder)and industrial smoke dust emissions)to calculate the intensity of environmental regulation,and gets the environmental regulation composite index after standardizing and discretizing the data and using rough set theory to determine the weight of each index.At the same time,DEA-Malmquist index method was used to calculate the industrial green total factor productivity of 17 prefecture-level cities in Shandong province from 2007 to2017,which was decomposed into two parts:technological progress and technical efficiency.Thirdly,establish a fixed-effect model of environmental regulation and green total factor productivity,and conduct empirical research on the relationship between environmental regulation and green total factor productivity and its decomposition efficiency.Finally,the main results are as follows:(1)From 2007 to 2017,the green total factor productivity of 17 prefecture-level cities in Shandong province,except Weihai,Linyi and Heze decreased,the green total factor productivity of most of the other prefecture-level cities achieved positive growth,and the growth mainly came from technological progress.Although the technical efficiency decreased,the effect was relatively small.(2)The regression results show that the impact of environmental regulations on industrial green total factor productivity in Shandong Province presents a nonlinear inverted U-shaped relationship.On the left side of the inflection point,environmental regulation with appropriate intensity can promote the growth of industrial green total factor productivity,but when the intensity of environmental regulation continues to increase and exceeds the inflection point,it will inhibit the industrial green total factor productivity.Other control variables also have influence on the green total factor productivity of industry to different degrees.(3)On the basis of the empirical,this work can give the development of local conditions of environment regulation policy proposals to achieve the health of the regional economy and environmental protection,high quality"win-win"situation,and effectively guide the development direction of industrial enterprises,promote the reasonable allocation of resources,optimize the industrial structure,play a role of talent,etc.,and improve the green total factor productivity in Shandong province.
