Although extensive development in the past has greatly improved the people's material living standards,it has caused irreversible damage to the ecological environment.On the other hand,with the improvement of living standards,people have higher requirements for the quality of the ecological environment,but the current environment is difficult to meet the needs of the public for a better ecological environment.Climate change and air pollution are important factors that restrict the development of China's economy,Therefore,general secretary Xi Jinping puts the construction of ecological civilization in a prominent position.This article takes total factor carbon productivity as an indicator to measure regional economic growth,resource conservation,and environmental friendliness,analyzes the impact of environmental regulations adopted by various regions on improving total factor carbon productivity,and then improves ecological efficiency-oriented environmental regulations.The topic of this paper is consistent with the five development concepts of innovation,coordination and green development in the new era,which is of great practical significance to the construction of a "beautiful China" in which human beings and nature live in harmony.In addition,the innovation of this article lies in that the transfer of heavily polluting industries is included in the analysis framework,and the role of environmental regulation on total factor carbon productivity is systematically analyzed,which expands existing research.In the empirical research part,a spatial panel model is adopted,and the spatial correlation between environmental regulations and total factor carbon productivity is considered,and the results obtained are more accurate and comprehensive.Based on the above research purposes,the research contents and main conclusions of this paper are as follows:The first part was the theoretical part.The theories of total factor carbonproductivity and related theories of environmental regulation were sort out,based on the existing literature,further analyzed the impact mechanism of environmental regulations on total factor carbon productivity,and proposed that environmental regulation leads to the outward transfer of heavy polluting enterprises and then affects the local and neighboring total factor carbon productivity.The second part was to measure China's total factor carbon productivity and analyzed the current situation.Using the panel data of 30 provinces from 2004 to2017,the SBM model and the Malmquist-Luenberger index method were used to calculate and decompose total factor carbon productivity.The results showed that the total factor carbon productivity in China fluctuates greatly in general,with a rising trend from 2005 to 2011,a significant decline from 2012 to 2013,and a stable growth after 2014.In terms of different regions,the growth rate of total factor carbon productivity in each region is in the order of eastern,western,and central regions from high to low.The decomposition of China's total factor carbon productivity showed that the change of China's total factor carbon productivity mainly comes from the change of technological efficiency,and the change of technological progress has no obvious effect on China's total factor carbon productivity.The third part was to empirically test whether environmental regulation caused heavy polluting enterprises to shift outward and then affected the total factor carbon productivity of local and neighboring areas.By setting up a spatial panel model,taking total factor carbon productivity and pollution industry transfer as explanatory variables,the model estimation results showed that: 1.Environmental regulation has a significant inhibition effect on the total factor carbon productivity of local and neighboring areas,and the effect of environmental regulation is lagging;2.Environmental regulation leads to the transfer of heavy polluting enterprises to surrounding areas,and the intensity of environmental regulation in different areas leads to the change of pollution cost of enterprises,and in the process of pursuing the maximum profit,the heavy pollution industries flow to the surrounding areas with lower pollution cost;3.Environmental regulation leads to the transfer of heavy pollution enterprises in the region to the neighboring areas,inhibites the green economic development of the undertaking areas,and further reduces the total factor carbon productivity of the heavy pollution industry undertaking areas.Based on the empirical results,this article mainly proposed the following policy recommendations: 1.Promote technological progress and upgrade the industrialstructure;2.Formulate differentiated policies and strictly enforce environmental law;3.Improve the efficiency of law enforcement and reduce policy lag;4.Promote inter-regional contacts and cooperation and strengthen the coordination mechanism of environmental regulations.
