Energy is the material support for the production and management activities of human society,it is also an important starting point for the implementation of the national strategy.Not only the power for conveying endless energy of national economic development,but also used as a strategic weapon with a strong political color to restrict the economic development of a country.After the Second World War,the war around energy was never stopped.Because of the important role of energy in the normal operation of the national system,and non renewable energy is still the world's main energy consumption.Under these circumstances,improving energy efficiency is an important way to break through the global energy dilemma,it is also an important part of the Silk Road Economic Zone Sustainable Development.Silk Road Economic Zone with vast territory,is also the world's most energy cooperation intensive areas.However,along with the rapid development of the national economy along the Silk Road,along the country's demand for energy resources is also growing.Although China and the Silk Road Economic Belt along the country in the field of energy,economic and trade,cultural and other fields seem to be no obstacle,but still faces many deep-seated problems.The inefficiency of energy utilization is one of the common problems faced by the countries along the Silk Road Economic Belt.It is the most urgent task for the countries along the Silk Road to study the energy efficiency and its influencing factors along the economic belt of the Silk Road.By means of taking the data of 28 countries along the Silk Road Economic Belt from 2000 to 2014,we measured the total factor energy efficiency and its fluctuation by the method of the DEA-Tobit based on CCR-BCC model and Malmquist productivity index.The results show that:although the energy technology progress is obvious in 28 countries along the Silk Road Economic Belt from 2000 to 2014,Pure technical efficiency is also rising,However,technical efficiency and scale efficiency are deteriorating;The total factor energy efficiency of all countries is on the rise,and is approaching the frontier of energy efficiency;The level of economic development and energy efficiency in different countries are not consistent,The decline of technical efficiency has a significant negative effect on total factor energy efficiency,There is a significant positive correlation between technological progress and total factor energy efficiency,The contribution rate of technological progress to total factor energy efficiency is the main driving force for the continuous increase of energy efficiency;The industrial structure has a significant positive correlation with the total factor energy efficiency of 28 countries along the Silk Road Economic Belt,Energy structure has a significant negative impact on total factor energy efficiency,besides technological progress has a significant negative effect on energy efficiency,The degree of dependence on foreign trade,Social and economic development level and Government influence has a positive or negative impact on energy efficiency.
