People is the core and the main elements of business management,and talent is an important guarantee to improve the business' s development capacity and core competitiveness.With the deepening of China's reform and opening up,we have ushered in institutional innovation and enterprise development,but also in a more competitive environment.At present,the competition among enterprises has the technological content and management levels of industrial enterprises evolved into business talent,among of them,the professional and technical personnel resources is one of the most important human resources of all kinds of resources.In order to have new advantages and occupy the high ground in the fierce competition in the market,it must have a large number of highly qualified technical professionals.Talent is an important resource,as the technical and scientific environment determined who is the winner,utilizing existing personnel and management well professional person are important to promote the core competitiveness of state-owned enterprises.SL×× is a knowledge-intensive petrochemical enterprises,after 20 years of development,faced with safe-ty,technology development and other constraints bottlenecks.Achieving scientific development is an important and urgent task for plant.We must rely on all kinds of high-quality talent as the support and the core will be relying on professional and technical personnel.However,due to inad-equate management systems,incentives and other aspects,professional and technical personnel construction work is facing some problems which are not meet the requirements of modern enterp-rise system,to a certain extent,affected the further development of the plant.Such as the introduction of professional and technical personnel shortage,serious loss of talent highlights;personnel training mechanism is not perfect,quality and quantity of the structure is irrational;little and slow development can not meet the requirements of their development;management incentive neutral make some people lose or do not receive the opportunity to incentives,and so on.This requires that we must attach great importance to the work of professional and technical personnel of the Petrochemical Plant objectively.This document studies the construction of professional and technical personnel policy,learns the latest results of domestic and foreign theory about professional and technical personnel,and analyzes the status of professional and technical personnel in Shengli Oilfield Petrochemical Plan-t,summarizes the main issues in technical personnel group,references advanced experience to explore the use of professional and technical personnel,motivation,assessment and other methods,innovates professional and technical personnel management system and mechanism of Petrochemical Plant,improves the way that efficient use of professional and technical personnel,raises the Petrochemical Plant professional technical personnel quality and management level overall,in order to promote the sustainable development of the Petrochemical plant.
