Study On The Team Building Of Yunnan Forestry Professional And Technical Personnel

In 18th CPC National Congress, conservation culture development is integrated into the general layout of “Five in One” Socialism with Chinese characteristics. As an important component of conservation culture, forestry plays a vital role in conservation culture development. Forestry professional and technical personnel are the main force of forestry and grasp major forestry techniques, the quality of their team building directly influences the success of forestry modernization development of China.The article uses references from the study on forestry professional and technical personnel by domestic scholars and international study experiences on professional and technical personnel, takes Yunnan Province as example, based on the theory of human resource administration, theory of human resource investment and theory of new public administration, conducts study on the development of forestry professional and technical personnel in Yunnan Province. Through data analysis, it is found that forestry professional and technical personnel has the following problems in team building: lack of total personnel population, unreasonable structure, weakness in basic setting of forestry education and training, quite lagging in service system development, etc. Through the study on “13th Five Year Plan” of forestry in Yunnan Province, the article reckons that there is a gap in forestry professional and technical personnel for Yunnan Province in next 5 years, personnel supply does not meet the demand, measures should be taken like strengthening forestry education and training basis, improving personnel service system, improving personnel quality, etc, so as to fill in the gap as soon as possible, meet the balance of personnel supply and demand, and develop a forestry professional and technical personnel team with adequate population, reasonable structure and high quality.
