The GSI, short for geological survey industry, is mainly engaged in the field of geological exploration, prospecting and mining developing. The GSI is a basic industry, is the strong backing of China’s economic construction and the development. In the new period, the economic development puts forward new requirements to the GSI.The development of the GSI mainly depends on the geology professional and technical personnel. The geology professional and technical personnel refers to the related personnel with corresponding professional knowledge and skills engaged in geological work. The nature of field exploration determines it compared with other industries much harder, accordingly, the GSI itself also requires practitioners to have higher professional quality and skills. In the present GSI, however, the team construction has increasingly become a stumbling block to the long-term development because of the the professional and technical personnel supply and demand imbalance and the lack of the amount of talent. As well, Inner Mongolia geology and minerals bureau is also facing the same problem. It will be a great impact to Inner Mongolia geology and minerals bureau’s development, if it can make a breakthrough in the aspect of professional and technical personnel management system, and formulate a more suitable development planning management mechanism of professional and technical personnel team construction.Therefore, this study selected three theories of the human capital theory, two-factor theory and strategic human resources management theory as the theoretical support, used the method of literature review and data analysis method, took the Inner Mongolia geology and minerals bureau-- IMGMB for short-- as an example, the IMGMB professional and technical personnel team construction as the research object, did a research to the current situation of IMGMB’s professional and technical personnel management, from the structures of age, academy, title, professional and other aspects, to find out the present shortcomings of management, and put forward to effective countermeasures.First, through reading relevant literature both at home and abroad, I learned the research methods and conclusions of the domestic and foreign scholars in the field of professional and technical personnel management, providing reference for this paper. Secondly, I studied the recent five years-- 2011-2015-- of the IMGMB’s reporting data, analyzed the changes, and raised the problems existing in the present. Last, I combined the three classical theories of the research to analyze the problem, and proposed the corresponding solution and countermeasures.
