In recent years,with the intensification of international competition,professional and technical personnel has become the focus of countries and companies compete for.Oil companies,however,in the development of professional and technical personnel resources management due to the influence of the traditional management system,many problems still exist,such as enterprise on the introduction of professional and technical personnel,post promotion nowhere,talent utilization efficiency is low,potential has not been effective mining and so on,has become a bottleneck restricting the development of China's oil enterprises.Therefore,how to maximize the development and use of talents,to achieve the best allocation of human resources,has become the petroleum enterprise to participate in international competition,intellectual capital to keep the competitive advantage of an important task.Therefore,jiangsu oilfield geological logging is selected to be the object of this study.using literature review analysis,theoretical analysis and practical research method of combining the embarks from the practical production were studied.According to the current situation of geological logging in jiangsu oilfield,combining the development of human resource management and modern enterprise management system,analyses the geological logging in jiangsu oilfield and the problems existed in the development of professional and technical personnel management.Study found: geological logging in jiangsu oilfield mainly exist in management system is not sound,the relevant departments to guide does not reach the designated position,each department of uncoordinated and talent development money into such problems as too little.To solve above problems,this paper puts forward through strengthening leadership,strengthening human resources management staff education training,strengthening measures such as improving enterprise culture propaganda,promote enterprise development.Existing in the current development of professional and technical personnel management talents concept less paranoid,professional and technical personnel growth channel,talent structure is not reasonable and the waste of human resources,has not yet formed perfect the development mechanism of talent fostering and the evaluation system,puts forward to set up scientific talent concept,establish a perfect professional and technical personnel growth,channel construction,improve the professional and technical personnel training development,improve the professional and technical personnel appraisal system,perfect the incentive mechanism of performance evaluation and optimization measures and Suggestions for scientific and reasonable to do a good job of retention of choose and employ persons.The study to achieve "a world first-class enterprise" provide a strong talent guarantee,to the oil field enterprise of choose and employ persons,retention policies,solve the problem of lack of professional and technical personnel has certain practical significance.
