Food is the foundation of human development and survival and the fundamental,with the development of the society,more and more attention to food safety.Jinhua " ham difference","artificial fresh jujube","poison ginger event" Shanghai yichang "clenbuterol" and " fushon screw " in Beijing,as well as the media have reported "formalin food" "leather milk" "pigwash oil" "plasticizer" events such as...The frequent occurrence of food safety incidents,on the one hand,raises the concerns of the government and the public about food safety,and on the other hand,the problem of food security involves national economy and social stability and has become a very serious political and social problem.Although our government and experts are extremely concerned about the construction of food safety management,it's not perfect.It is urgent to strengthen research on food safety management in certain county area,especially from government,society and enterprise.At the county level,it is a primary district of food safety management,and its food safety concerns the lives of the people,and it is also an important cornerstone of the creation of a harmonious society and strengthening the public administration of the government.Yangxin county is an important cattle breeding base in shandong province,which is a good name for China's first cattle county,and the meat product processing is an important economic source of the county.In March 2013,the county exposed serious food safety management loopholes due to the "fake mutton" incident exposed by CCTV.Taking yangxin county of shandong province as the research object,this paper aims to improve the food safety management level of the county and realize the social co-governance.On the basis of consulting literature,questionnaire survey and field research,this paper makes a systematic analysis on the food safety management in yangxin county based on the scientific theories such as public product theory,market failure theory and information asymmetry theory,and comprehensively USES case analysis and statistical analysis method.The following conclusions were obtained by analyzing the studies:(1)The food safety management in yangxin county has experienced three stages of development: the first stage is the decentralized management stage(1982-2009)? the second stage is the stage of unified and decentralized management(2009--2013)? the third stage is the stage of gradual improvement(2013--present).(2)Starting from sorting out the composition of food safety supervision bodies in yangxin county and their relationship with each other,taking the food and drug administration of yangxin county,the main supervision department of food safety in the county as an example,to analyze the situation of government supervision in the county: through the integration of department functions,the new food and drug administration bureau was established,and "horizontal expansion" was "vertical and deep";We will pay special funds to build "county,town,village",three levels of oversight,and the last mile of regulation;Strictly enforce the regulations,guarantee the procedure;Innovative ways to improve effectiveness.Through the statistical analysis of the food surveillance results of 2015-2017 in the county,the conclusion is concluded that the food safety in yangxin county still needs to be strengthened,but it is beginning to improve.(3)The social supervision in yangxin food safety management situation analysis shows :The news public opinion supervision situation is improving steadily;The industry self-governing organization has been established,but it has a very small effect.By analyzing the questionnaire data,you can see that with the improvement of consumer food safety knowledge level,to the food producers or marketers play a deterrent effect,and then forced them to improve their production and operation of food security.At the same time,consumers also make certain demands on the supervision of government supervision departments to promote their supervision level and ensure food safety.(4)Through questionnaire survey and statistical analysis of food producers and operators in yangxincounty,it is shown that food producers and operators can realize the importance of giving full play to the obligations of the chief responsible person of food safety,but due to limited education,age and professional knowledge level,relevant departments need to take further measures to improve their quality and ensure the safety of the food they produce and operate.(5)There are three major problems in the food safety management in yangxin county:(1)In the area of government regulation,there is a lack of structure in the regulatory mechanism,there are regulatory loopholes and the crossing points;The regulatory system is not perfect,and it is difficult to supervise the work at the level;There are generally insufficient personnel and low educational level in the grass-roots supervisors;Technical facilities is still in the early stages of the food safety supervision.(2)Social supervision process,the present stage mainly exist the news media guide,consumer participation is not high enough and industry association effect is not obvious.(3)Related to the food producers or marketers,highlight the low level of self-discipline,the lack of credit system,poor operation condition.(6)Perfect the yangxin food safety management from the following aspects: one is to perfect the yangxin food safety management thought clear,that is to mobilize all social forces,according to government regulation,the news media supervision,consumer participation in food related enterprise self-discipline,industry associations,responsibility,the social division of labor,mutual concern,support and participate in the food safety management work,set up including prevention,risk prevention and control,the whole process supervision,and the common governance of food safety management new pattern.Second,it proposes to further improve the specific policies and measures of the food safety management in yangxin county:(1)The government supervision of the government: by promoting the construction of food safety supervision mechanism,improving the professional level of grass-roots supervision,strengthening the technical support of food safety supervision,improving the food safety risk early warning ability of the county,and formulating the county emergency plan(food safety)and other aspects to strengthen the position of government supervision.(2)Social supervision and management: to play the auxiliary role of social supervision by correctly playing the role of media supervision,establishing long-term and effective consumer participation system,and actively cultivating social self-government organizations.(3)Food production operators: establish food safety chief responsible obligation,by urging the food recall system establishment of food producers and traders and food related enterprises and scientific quality management system,for the food industry informatization management measures to regulate the behavior of the food producers and traders,such as to ensure the safety of food.
