People regard food as their prime want, Food safety is the first. Food is the material basis of human survival and development, and food security is an important issue that it directly related to the masses’ health and life safety. In recent years, food hygiene and safety problems around the world occur frequently, which serious threaten to human life and health, so food hygiene and safety issues have become a social focus problem with wide-range impact. China is one of the most populous countries in the world, and its food safety issue plays an even more important role in the socio-economic world. With the improvement of the socio-economic development and people’s living standards, the masses’ awareness of food safety have risen in recent years, which also thanks to the media focus and coverage of a series of food safety incidents.Facing with the serious food safety problem, the Chinese government has stepped up food safety supervision, and taken the relevant measures to improve the situation. Since the implementation of "Food Safety Law" on June 1,2009, the food safety management has gradually entered into legal and institutional track in the following 4 years. However, contrasting to the deepening of the reform of the political and economic system, China’s food safety regulatory system reform is still in a slow progress. In 2013 "two sessions", food safety was heavily concerned about as a key issue, and the food functions are determined to be adjusted after the closing of "Two sessions". Now the food function adjustment is not yet in place, and the food safety regulatory system is not yet fully rationalized, so food safety regulatory issues become more urgent.This paper begins with analyzing China’s food safety issues from the point of the failure of market regulation and government regulation, and then describes the existing problems in China’s food regulatory system, food safety standards system, and food traceability recall system. Based. On analysis above, this paper takes Tongzhou District, Nantong City, Jiangsu Province as an example to analyze the food safety issue in our area by exploring the problems of food production and processing enterprise scale, testing organizations in primary level. In view of the earlier food safety regulatory research and more mature practice in developed countries, the paper analyzes experience of food safety supervision and its significance the in United States, European Union and other developed countries. Finally, this paper explores the measures of government regulation of production and processing of food safety issues in many ways.
