Study On The Functional Transformation Of Entry-exit Inspection And Quarantine Institutions

In 1988,the state council proposed to transform the government function was the key to the reform of the institution,and began to transform the functions of government.Today,the third plenary session of the 19th communist party of China(CPC)central committee proposed that "the transformation of government functions,the optimization of the establishment of government institutions and the allocation of functions is an important task for deepening reform of the party and state institutions".These 30 years,China's economic development has made remarkable achievements,the government department is in constant transformation of function,let the market plays a decisive role in the allocation of resources,to better achieve the overall goal of modernizing national governance system and governance capability.As a law-enforcing department,the China inspection and quarantine(CIQ)department has played an important role in ensuring the quality of import and export products,regulating the order of foreign trade and promoting the economic development of foreign trade.However,the relevant systems and functions of CIQ are not adapted to the requirements of reform and development,and the defects and deficiencies have been gradually exposed.Under the background of the sharp reduction of the catalogue of legal inspection,the business volume has been greatly reduced and faced with the crisis of marginalization.The traditional model of micro-examination and supervision has not adapted to the current economic and social situation.In this case,the CIQ how to better play its functions and services of the high speed development of our country foreign trade and people's need for a better life,is a problem worthy of further research.This article uses the comparative analysis,the method of bibliographic retrieval,individual interviews,by analyzing the existing functions of the entry-exit inspection and quarantine bureau of Taizhou,considering the current situation of inspection and quarantine institutions face,drawing on the experience of the domestic and foreign advanced system,the practice and experience in reform and innovation,on the basis of the theory of new public management,new public service theory,governance theory,etc.,it is concluded that the functional change of the CIQ in these ways:perfecting the top-level designment,changing from microscopic examination and regulations to macro management,strengthening border safety regulation,promoting laboratory reform,strengthening service function,etc.It can transform the administrative functions of Taizhou entry-exit inspection and quarantine bureau and even the whole inspection and quarantine system,and provide theoretical support for the adjustment of the core functions.It also highlights the role of the theory of public management in guiding practice.
